I remember reading once, the US was (in the 70s-80s) planning a potential invasion of the GCC, as retaliation against the oil embargo that was declared against them (see oil crisis 1973), but the only reason they didn't go through with it, was due to a fear of retaliation from Iraq's military, which had the best military in the region (at the time).
