the strength of the Israelis lies in their air force and their blitzkrieg tactics. if you go by history it was the one reason they managed to win every war till now . as for their navy , its strong enough and please remember its backed up by their air force.

Coming 5-6 years are going to be amazing for India..from Arihan to ICBM(Agni V) to Air craft carriers INS Viraat is already in Service then Vikrant class AC and Vikramaditya and works on IAC-2.Then 5th gen fighters(FGFA) to be around 2017-18(India along with Russia will be the next countries after USA to have a 5th gen fighter).Then the recent induction of c-17 globemaster lll and c-130 super hercules,then the selection of Rafale for 126 fighter aircrafts deal..and a long list

US, France, Russia and as of January 2011 China are the only independent countries.

China is independent?NO way! Yes it has grown its local defence industries at a steady pace but its still not independent...your first Air craft carrier(Idk if its in service or not) is a Russian.And an AC is plays a big role in power projection of a country.
I think only Russia(unsure,really)..USA(obviously) is/are the independent nations.

It is very tough to rate any country's army as each of them develop it for their needs, a country like Austrila would not need to spend much on Tanks as it needs to spend for its navy. There are a lot of factors involved but in generalone could say

It can be said vice versa also. Does Japan have enough power to sail all the way from Pacific to Indian Ocean and invade India...I don't think so. If this type of marine expeditions are taken as a benchmark them my list is:

1) USA
