The only city in BD (Dhaka) which operates in such a way, does one city really represent a whole country? The only country that represents slum dwelling and dwellers is India, it has major slums in all of its cities.

Remember, Dhaka is Dhaka. Many Bangladeshis who live outside of Dhaka talk of it as a foreign place. It vastly differs from the townships and rural areas of BD.

The point is if BD govt, BBS and all the rest are lying this much about Dhaka, why should one believe them on anything else, rural or not?
