BD is building a brand new power plant at Roopur while your one is just an upgrade to an existing one and uses the older VVER-1000 technology. BD is using the newer VVER-1200 tech.

VVER-1200 has passive heat removal system and a core catcher to contain the molten reactor core in event of accident. These are just two of the ways that BD reactor is safer than Indian one.

design is incorporation of ‘Four Train Safety Systems’, thus increasing
reliability. Another important feature is provision of both active
and passive systems to prevent accidents and/or to mitigate their

(PHRS), Second stage ECCS accumulators, System for retaining
and cooling of molten core (Ex-vessel Core Catcher) etc. have
been provided for catering to BDBA. Quick Boron Injection System
(QBIS) has been incorporated in addition to the active Emergency
Boron Injection System (EBIS) for catering to Anticipated Transients
Without Scram (ATWS) situations.

Also this is a new plant and not an upgrade to an existing one in Tamil Nadu.
We must not forget that some of the power from Roopur will feed the capital Dhaka which is just over 100 km away. BD is so compact that slightly higher infrastructure costs can be compensated in other ways.

It also depends upon soil. Bangaluru is in the deccan plateau with hard soil and Dhaka is in a flood plain surrounded by a lot of water bodies.So higher costs to build any heavy transport infrastructure.

Per KM cost of expressway in Dhaka $42 million($1.673 billion for 40km) and Bangaluru $31 million(if we accept your $2.8 billion cost for 90 km). Dhaka project cost is 35 percent more.But you have to consider that Dhaka expressway will be used by more people as Dhaka is almost twice as much populous then Bangalore.So per capita cost/benefit will be in favor of Dhaka.I don't know about the number of lane and connecting ramps in both these two projects, that may also contribute to the cost differential.
