Any language can. In fact Urdu is less flexible. Turkish, Malay, Indonesian adapt far more and even use Roman characters. Malay leaflet below.

I disagree based on the fact that 90% of Urdu vocabulary is foreign i.e Persian, Arabic, Turkish and others. Infact the very reason of urdu becoming popular in subcontinent was it's easy adaptability of foreign words. It's one of the youngest languages of subcontinent.
Having little to No knowledge of Malay or Indonesian I can't comment on it, however let's not confuse letters with words.
