PA teams incharge of fencing ops work methodically and have surveyors + labors + rifle men + an OR/Officer( usually a Lt or capt) who map out the terrain given the GPS grids and do the fencing .
often at times, the 'durand line' ( actual border) is behind the Hill or some height and the officer in charge decides that if he fences the top of the hill ,it'll look good + the OP will have a nice view of the opposite side( for obvious reasons ,) .
to explain this for a layman ,= PA survey teams ' trespass' a couple of meters , sometime even 50 - 60 meters into afghan side and fence the border . ofcourse, the afghan border is barren stretch and there is no one present all the time to stop this . later on, some villager comes and sees this informs their local commander on afghan side and it turns into a fire fight / removal of fence
back in 2019 , when fencing was started, one such disagreement turned into a whole skirmish , the ANA shot one of our JCO in the hip and machine gunned a HINO truck + mortar shelled our survey team , Pakistan army brought a whole battery of medium guns and shelled them to oblivion , the matter had to be settled at COAS levels and both sides went back to friendly terms
simple point is this - such disagreements over border 'real estate' are common and are mostly resolved at local commander level
