Don't worry, as a NATO country, we wouldn't blame Turkey if the deal failed, but we should thank Turkey for giving us a chance to prove that our SAM is now the best in the world.

"now" is a wrong word. You would get a chance to have your HQ-9 tested, just remember it's not battleproven.

And yes, the ambitions of China affects all the neighboring countries, and since there aren't many of them big enough to stop China's navy from bullying them. The US, once again has to act as a Police officer and make China act decently.

An example would be the small islands spratley islands. And how China is bullying countries like philippines.

It might be a touchy subject to you, but even when you look at the map, you will see that the closest countries to the spratley islands are vietnam, philippines, indonesia etc. and not China.
 
Chinese missiles to be NATO operable: Turkey

A controversial air and missile defense system Turkey intends to buy from a Chinese manufacturer will be automatically integrated with NATO assets stationed in Turkey, the country’s top defense procurement official has revealed in an effort to allay concerns about the recent purchase.

Murad Bayar, head of the Undersecretariat for Defense Procurement, told the Hürriyet Daily News that full integration with NATO assets was an explicit condition in the contract for the planned air defense system.

“As part of this program, a Turkish defense company will be tasked with integrating the air defense system into a network operated by the Turkish Air Force. That integration will mean integration with NATO assets, too, since the Turkish system is fully integrated with the NATO system,” Bayar said.

Bayar said the much-debated Chinese bid from China Precision Machinery Export-Import Corp. (CPMIEC), which won the tender Sept. 26, came in at $3.44 billion; the initial contract price was estimated at $4 billion.

Turkish Defense Minister Ismet Yilmaz announced after a top defense industry meeting Sept. 26 that a contract for the construction of long-range air and anti-missile system was awarded to China Precision Machinery Export-Import Corp. (CPMIEC).

The Chinese contender defeated a U.S. partnership of Raytheon and Lockheed Martin, offering the Patriot air defense system; Russia’s Rosoboronexport, marketing the S-300; and the Italian-French consortium Eurosam, maker of the SAMP/T Aster 30.

Under the program, dubbed T-LORAMIDS, Turkey will start contract negotiations with CPMIEC, the front-runner of the competition and, if these talked failed, with the Eurosam consortium, the second best offer according to a grading of bids, according to Bayar. The U.S. Patriot system was ranked third. Bayar said the Russian option had been eliminated entirely.

Pay attention to the "Turkish Engineer" part, Because it showes that we're the ones to make the integration and no one else. and that indicates on what level we get the TOT.

I am happy for this deal, I know it is not finished but I want chinese system for getting tech. trans. it means win-win deal. :yay:

Serious informations revealed by Murat Bayar:

-Deal: 3,44 billion $ with full tot and fully national production
-4 system
-Each system has 3 batteries. (Total 12 batteries)
-Each battery has 6 launch vehicle, 4 tubes on each vehicle
-Totaly 288 ready to launch missiles and their spares will be manufactured in Turkey.





-Winners:
1-China HQ-9
2-EuroSAM Aster-30
3-Raytheon PAC-3+
Russan offer is considered out of tender.

-The contact with China will be signed within 6 months.
-Turkey won't receive licence of missiles. We will produce almost each part of them in Turkey.
-Aselsan/Roketsan collaboration which is developing domestic Low and Medium Altitude missile system, will play a serious role for manufacturing radars and missiles
-The technologies received from China, will be applied for Turkey's satellite launch vehicle program.
-Bayar stated out that We know Chinese technology well. China is a country which is able to hit the satellites thanks to their own SAM technology. China has a strong technological referance that lead us to cooperate.

Mr. Bayar explained the background of decisions taken at Defence Industries executive committee and how China won the long range air defence missile tender. Bayar explained that Chinese system will be integrated to Turkey’s air defence system software. He indicated that NATO member Greece has followed similar approach to install S-300 systems. He also indicated that other companies offered more than 4 billion US Dollar while Chine’s offer was 3 billion 440 Million US Dollar. Bayar also underlined that Roketsan will produce majority of Missile and Aselsan will reach new radar technology.

Bayar stated that the system will be mobile and can be deployed to any place. He added that there will be 288 missiles to fire. He stated that they will sign agreement in 6 months and following the agreement they expect Chinese company to complete all deliveries in 4 years. Bayar indicated that they will not receive the licence of system and they do not plan to export the production. Bayar stated that there will be a big technology transfer and said, “We will have our infrastructure and capacity when we start to build our own system. Most parts of missiles will be produced in Turkey.

Bayar has also answered questions about purchasing systems outside of NATO and that are incompatible with NATO systems. Bayar said, “a good solution is found on tender. This is integration and it meets all NATO criteria on information sharing. There are no criteria as NATO countries get weapon from NATO countries.”
 
Murat Bayar stated out that Turkey's strategic long range SAM technologies to be received from China, will never be shared with 3rd countries including USA. We guaranteed it to our Chinese partner. Besides, Any NATO system informations won't be shared with China as well.
 
What you have suggested is impossible.

If China gives those system free to turkey, China should give it free to everyone.

you already had such an advertisement that if you paid 3-4 billion dollar to say Hq-9 is the best system it would not as impressive as Turkeys decision of Hq-9 win and No one would even believe China. But even the haters today think it may be not that bad or good. Already most of reputable news channels today confirm that it is win-win situation for china. Even the deal called off.

I think you should even consider give at least a couple of systems free to Turkey. :) You would gain huge surface to keep Turkey in this deal. May be add some more tech transfer like Anti-radiation missile ft-2000 which is first product of the system or long range rocket technology for our UFS(sattellite launch system) project.. it is Already made 100s of Headlines.

China's generous offer

It is understood that Chinese co-production offer for the missiles included a very high level of technological input for the Turkish defense industry, which played a role in the Turkish selection of the Chinese system. Local defense industry sources told Today's Zaman that CPMIEC has also offered to invest in building a massive technopark next to İstanbul's Sabiha Gökçen airport. China had also reduced its price by about $1 billion.

S-300 Eliminated First

In the meantime, local defense industry sources told Today's Zaman that Russia's S-300s had been eliminated from the tender before the Sept. 26 meeting. This was because while Russia bid around $4.5 billion to build its S-300 system, it failed to come up with a tangible investment and offset offer for Turkey.

This means that Americans and Europeans have given less than 4.5 billion dollar offer.

I just listened FM Ahmet Davutoglu saying He had a long conversation with Defence Minister and they eliminated Russia but the other three still in competition. They had a score system and assessed the system side by side and China came first. He said if others come with better offer We consider that. But currently THERE IS A HUGE PRICE DIFFERENCE and We wont waste even 1 cent of our citizens tax. Also we wont consider offers without co-production and ToT. We have our ambitions to create our own defence systems to be influential nation and this is very hard without strong independent defence industry.
