People should have good morals but even good people cannot self regulate themselves all the time so a system is there to regulate all affairs. So what is a system?
1. A three tier governmental structure - a) central b) provincial c) empowered local bodies.
2. Major state institutes like, judiciary, police, tax collection bodies, bureaucracy, etc. They should be free from political interference and merit based hiring.
At the top tiers, Parliamentary system is dead for Pakistan. It is run on the bases of lies, use of police and patwaris, and black mail. A president on direct vote will be free from these pressures. IK can do good as president but I have doubts about his political acumen and decision making (now PTI folks will start firing from all salvos), General Bajwa will be an excellent president provided he could come as civilian. The guy has 30 years experience of running world's 6th most powerful army, is a statesman as he has proven to get UAE, SA, towards Pakistan, chinese also speak with him.
His vast experience and mild manners is what Pakistan need during this time of internal divisions.
