Meh,,i dont think thts the real reason for pakistani patients visiting India.considerable lot of thm opt for medanta,apollo n othr super expensive medical establishmnts.they can surely afford chinese or iranian facilities.
The real reason for thm flocking to India is the similarity Pak bhayyas share wid our bhayyas,,,,jab bimar hue toh bhayya bhayya bhai bhai,,,warna diffrnt ppl,diffrnt culture,diffrnt language,diffrnt race,diffrnt religion,nazriati dushman,,nookliaah waaaa etc etc. :D
I dont know exactly where they treatment from in India, but most of them come with some serious or exotic diseases.One thing is sure they lack trained manpower to treat such diseases.

Pakistanis do not get Visa on Arrival in India. Each and Every visa application of Pakistanis has extreme vetting

Visa issued to Pakistan nationals are city specific and ordinarily a visa is endorsed only for travel to 5 (five) places during each visit.

What does Police Reporting on my visa mean? Does every member of my family need to report to the police? Can someone else report on my behalf? Do medical patients also have to report to the police?
All Pakistani nationals, except those holding Indian visas endorsed “exempted from police reporting”, will be required to register, in person, at the nearest police station / Foreigners Registration Officer (FRO) / Foreigners Regional Registration Officer (FRRO) within 24 hours of reaching the specified place of stay.

You will also have to make a similar report 24 hours prior to your intended time/ date of departure from each place of stay to the nearest police station / Foreigners Registration Officer (FRO) / Foreigners Regional Registration Officer (FRRO).

These strict requirements are ONLY for Pakistanis and not other nationality.

Even the site which you said has the condition that the person has to be over 65 has to be travelling via foot and crossing the border at attari for the sole purpose of visiting relatives or friends in India.

And even for that visa it is not that the person just comes to Attari and asks for Visa on Arrival. There is a requirement of a sponsorship certificate

  • Sponsorship certificate should be attested by an authorized officer in India. DM/SP/SDM/Tehsildar/BDO/SHO/Group-“A” officers of the Central and State Government/ Principal of Government College/Principal or Headmaster of Government school are authorized for the purpose. A copy of the photo identity card of the concerned officer issuing the Sponsorship Certificate, duly self attested by the officer concerned, should be attached with the Sponsorship Certificate
So this person has to apply before hand for the sponsorship certificate. Before giving this sponsorship certificate the authorities will verify the antecedants of the persons the applicant is supposed to be visiting

There is some level of scrutiny of the person's background before granting him the Visa

Basically it is a Visa is for those old people who may have a family on this side of the border after partition.

I dont think that a 65+ year old terrorist will be able to come and easily get the Visa on Arrival at the Attari Border

so you suspect a fake website with govt logo and gov.in address.. hmm... seems interesting.
and the fact that it has not been mentioned in other govt websites does not point to the way nic manages contents of the site to keep them consistent and up to date ... right?

ok... so if this so called 'visa on arrival' is stopped tomorrow(presuming it is continuing now) with provision that only one endorsed by pak FM will be considered.. what will be your reaction?
is it
'yeah you never know our agencies might have got some trend about 65+ old people being radicalized, you can never be too careful'
or is it
'oh god, this is becoming silly point scoring game, I mean do you really want Indians to believe that you are securing our border by denying visa to 65+ year old people who got relatives, who are you fooling?'

there is a saying "Doodh ka jalaa chaach ko bhi fook fook ke pita hai"

When terrorists can use 12-15 year old boys in their activities who says they cant use 65+ year old men.
