That's a markhor having killed a snake, mate!

Since it's the national animal emblem ...

it depicts Pakistan vanquishing either traitors
or Shaitan himself under an Islamic sky.

I find its iconography powerful and telling.

Snake doesnt mean traitor or satan in asian philosophy. It represents women. Kingdom of snake means the kingdom of women or society dominated by women. Ordered on the wants of earth. Kingdom of hawk means kingdom of men. Ordered on the laws of heavens. As Markhor lives on mountain tops close to the heavens i think we can safely replace hawk with markhor in this iconography.
