Actually , All space rockets are potential ballistic missiles ( But are not classified as ballistic missiles till they have not modified to BMs ) . For example Russia's famous R-7 rocket which is still in service for orbital services , entered service as an ICBM back in 1958 .
Now here is what a potential missile version of Simorgh rocket could be like :
" David Wright was quoted as saying the Simorgh could deliver a 1-ton payload to about 4000 km or a 500-kg payload to about 5500 km "
But as @SOHEIL mentioned , there is no will to make an IRBM / ICBM out of Simorgh rocket. Maybe the solid fuel program ...

هفته گذشته آمریکایی‌ها با اشاره به افزایش تحرکات در نزدیکی سایت موشکی «سوها» از آمادگی پیونگ‌یانگ برای پرتاب موشک خبر داده بودند.
