Bro I found only one verse (9:74) addressing blasphemy ........ out of the verses you quoted. The translation of 9:74 is

"They swear by Allah that they did not say [anything against the Prophet] while they had said the word of disbelief and disbelieved after their [pretense of] Islam and planned that which they were not to attain. And they were not resentful except [for the fact] that Allah and His Messenger had enriched them of His bounty. So if they repent, it is better for them; but if they turn away, Allah will punish them with a painful punishment in this world and the Hereafter. Mumtaz did it in a moment of anger and he got hanged according to law and he believed what he did was morally right.

I don't find any problem in this case because the murderer got the penalty according to law. The problem is when the law of state do not prevail like in anonymous killings in Karachi which are in 0000s.

You know the story of ilm uddin and how much popularity he gained. Allama Iqbal wrote several poems in Persian in his praise and Mr. Jinnah fought his case in court of law but he still hanged in the end.
