But majority of the casualty figure is from War on Terror in Kashmir.

27,000 humans and 20000 terrorists have died in Kashmir conflict so far. So as you can see majority of terrorism is concentrated in the region affected with India's War on Terror in Kashmir.
The link talks about Kashmir from almost two decades (1990-2010). The time period where I have given my statistics from is 1994-2005, meaning it's not the same time period, & the figures correspond accordingly.
The period you talk about, 70% of the casualties are related to the terrorism in Kashmir.
Besides why bother counting the number of terrorists killed. The more the better eh.
