Neither 8/26 (??) not any other terror attacks carried out by pakistan are not significant in military terms. If you try to dish out collective punishment to Af, you will be served cold dish as happened in 1971. NW people are running for their lives, wait some for protests to emerge.... only way PA can tackle is pin pointing the masterminds (if they are not sitting in pindi though) and taking them out, and suck up to cross-border attacks by preparing better defenses..
