why is that secretly?
India is friends with Iran, KSA and such countries as well as Israel. The deft moves to keep low key contacts with some nations is to make sure not to upset the apple cart with the others. This will ensure that old relations are not burnt to create new ones.
As Indian relations with Israel gain more "Acceptance" with India's other relations (Iran/KSA), it will be more open.

As of now, India does support Israel in many areas and the co-operation is pretty strong. Just that its not as open.

AAD and PAD are not matured enough to be deployed may the 6 billion dollars are for TOT and we can use the technology in AAD and PAD to kae them more robust and reliable

You are right price is very high but for security you have to pay high prices

DRDO first spoke of a BMD system in December 2007. All building blocks for Phase 1 of a two-layered, fully integrated system were to be in place by 2010. In March 2010, Dr V K Saraswat of DRDO promised initial systems deployment by 2013.

On May 7, 2012, DRDO declared it had developed a Missile Defence Shield that could be put in place at short notice at two selected locations in the country, presumably Delhi and Mumbai. The system would be able to tackle incoming ballistic missiles of range up to 2,000 km. DRDO also said that long-range tracking radars, real-time data-link and mission control systems needed for the perationalisation of the BMD had been “realised”.

The BMD system was proposed to India’s political leadership by Dr APJ Abdul Kalam in the mid-1990s, a former cabinet secretary told The Indian Express. It was triggered by Pakistan’s acquisition of M-11 missiles from China. The proposal was to provide cover for Delhi, Mumbai and two other strategically important sites. DRDO is believed to have started work on the programme in 1999.

This is going to be a real game changer, when this baby arrives the sheer raw power it has and the way it will launch those missiles gives me a hard on.

Just imagine What Sukoi - Bramos, Rafale with Scalp missile along with S400 can do???.

First of all it's a defensive platform so we have to worry when we have to come inside India to attack which is not on card we being defensive force however if push comes to shove, there will be tactics and some sort of offensive maneuvers to deal with such threat that yet has to be bought and installed.

However, there is no counter measures for imagination and I am bit of realistic so as the items procured, there will be a message as well. Weapon alone cannot win and there are tactics as well to get the best out of whatever available so before any imagination, the real deal is, there is still plenty of time for such imagination. Take care.

I do not think that Pakistan need take this as any "blow". It was always expected that everyone will sell equipment/weapons to India. It is pure business and market aspect.

You have got French subs, we have got them too. The quality depends on money being shelled out. Everyone wants markets, it shall be the economy now deciding who heads where. Look at China, they get better deals too, simple economics.

Coming back, seriously, our calculus is China, not Pakistan. That you have to remember.

Seems we are back in pure business relationship of 90s.

Having seen the relation quite up close, it was never a "Pure business relationship" to begin with. In the 90's the Russia of today came into existence, also the nature of exporting downgraded items ended right there with systems like the MKI. A system which was more advanced than the flankers commissioned in the RuAF, if anything 2 decades down the line RuAF went in for the 30SM which was based on our IRKUT MKI. Same can be said of the KH31 Switchblade variant. The adaptation of the Air launched antiship missile to ship based conversion was completely done at the behest of the IN, revival of Mig29M in the form of Mig 29K also happened straight off of the IN's request. We have had access to Russian projects for a long time now, and some of them pay benefits and some don't (awacs killer). I cannot see more of a strategics partnership with anyone else than our old friends. Our bureaucrats on both sides get themselves entangled in squabbles, and some of our Russian friends haven't gotten out of KGB horseplay habits, but more or less the strategic nature of partnership is still as strong as ever.

And let's not get carried away with the S400, we have always operated the both preceding 200 and 300 systems. It's not really a game changer. And if you look up the specs on a S200, you would be pleasantly surprised.

Yes they can, Just Like the french have sold tech to them in the past, so has the US. It will irk India, but it completely is thier own decision. FYI Israel too has sold defense equipment to China, check SIPRI database.
