This is a crude swap deal involving 3rd country.

In this deal Pakistan can easily get cheaper refined products via China or other crude blend via swap most likely through GCC as Russia is still apart of OPEC.

If I remember correctly PM Imran Khan said in the coming months and that's was the planning to continue sustaining cheaper petrol/diesel domestic prices. ( Right now its subsidised with negligible taxes).
