  • Russia says it could not offer anything right now as all volumes were committed.
  • Russian side promises to consider demand of Pakistan.
  • Sources say Russia can offer crude at rates it is providing to its large client countries.
ISLAMABAD: Russia refused to give Pakistan a 30-40% discount on Russian crude oil, saying that it could not offer anything right now as all volumes were committed, The News reported Thursday.

The Pakistan delegation — comprising of State Minister for Petroleum Musadik Malik, joint secretary and officials of the Pakistan Embassy in Moscow — asked for a discount during talks in Moscow.

The talks ended with no cogent conclusion but the Russian side promised to consider Pakistan's demand and to share its mind later on through diplomatic channels.

However, sources said that Russia can offer crude at the rates it is providing to its large client countries, which are reliable and sound economies, at a suitable time. Right now all volumes are committed with big buyers, they said.

The Russian side asked Pakistan to first honour its commitment to the flagship project of the Pakistan Stream Gas Pipeline to be laid down from Karachi to Lahore, Punjab.

The Pakistan side during the talks mentioned its desire to change the model of the PSGP project. The Russian side said that the model of the project under GtG arrangement has already been finalised and only some clauses of the shareholding agreement were yet to be finalised.

Pakistan’s official delegation left for Moscow on November 29 on a three-day visit for talks with the Russian authorities to explore possibilities of import of crude oil at a discounted price, mode of payment and shipment cost.

According to industrial ministry sources, Russian crude oil can be processed in Pakistan’s refineries, and in the past one private refinery had used Russian crude oil to deliver finished products.
why stop at 30% ? You can ask for 100% discount :enjoy:

Wheat import from Russia...

the import of wheat, the Ministry of National Food Security and Research reported the results of the 7th international wheat tender opened on Nov 30 and an offer from a Russian entity on a G2G basis.

“Keeping in view results of the tender and G2G offer, the ECC approved the lowest bid from M/s Cereal Crop Trading LLC at the rate of $372 per tonne” for the supply of 130,000 tonnes at Karachi ports for the shipment period from Dec 16 to Feb 8, 2023,” an official statement said.

The ECC also accepted an offer of M/s Prodintorg, Russia on a G2G basis at $372 per tonne for the supply of 450,000 tonnes at Gwadar Port for the shipment period from Feb 1 to March 31, 2023. “It was decided that any additional cost on inland transportation from Gwadar Port will be borne by the Pakistan Agricultural Storage & Services Corporation Ltd (Passco) to be recovered from provinces at the time of the release of wheat stock”, the statement added.

The meeting was informed that the 7th wheat tender for 500,000 tonnes was issued by the Trading Corporation of Pakistan (TCP) on Nov 18 and a total of nine companies submitted their bids, the cheapest being $372 per tonne for 130,000 tonnes by Cereal Crop Trading. As required under the procurement rules, the same rate was also accepted by two other bidders for more than 300,000 tonnes.

The estimated cost of this bid price at Karachi ports was calculated at Rs91,121 per tonne or Rs3,645 per 40kg. The same rate was also offered by Russian Prodintorg on a G2G basis at Gwadar or Karachi. Both offers had a validity deadline of Monday evening.

The ECC was informed that against a total allocation of 2.6m tonnes of imported wheat allowed by the federal cabinet, 980,152 tonnes had already arrived while the TCP had awarded tenders for 685,000 tonnes including 300,000 tonnes on G2G and 385,000 tonnes through open tender.

As such, with the latest tender quantity of 500,000 tonnes and 450,000 tonnes of Russian G2G, the entire allocation for wheat import of 2.6 million tonnes would be completed.

Beggars cant be choosers .. russian foreign minister replied to pak request of oil discount
They said the same to the PTI government. "Aagay ki agay dekhain gay" was the response to IK when he returned empty handed. China and India and their requisite volume far surpasses Pakistan's. Also goes to show that Russia is no friend of ours.

Unfortunate and sorry to see our own people making fun of the sitting government trying whatever it can to lessen the burden of high petroleum pricing on the people.

Get it from Iran. Lot cheaper and more economical.
Who will get relief for Pakistan from the sanctions imposed on Iran? Should we not think about feasibility first?

Didn't PDM claim that we'll get sanctioned by US and EU if we were to buy oil from Russia? What happened now, have they come back to their senses or the colonial masters didn't bail them out and they have no choice for being beggars that they are.

Ok thanks for the clarification, did the government have Amreeka's go ahead that no sanctions were going to be imposed on Pakistan "then" for buying Russian oil when these amazing recommendations were being made? So the issue always goes back to this thing called "auqat" of ours.

Imran Khan's lamentations about this situation clearly indicate that Pakistan did not have the support of the Amreekis to whom we are beholden for our financial bail-outs through IMIs.

So this was not an option back then since we do not have enough of an economic or political clout and it is not an option today because of this first matter and also perhaps Russian inability to supply.

India and China are gobbling up most of the produce I think that's what they mean by not having free volumes.
