Yes they can. But thats not the point. If egypt and uae change their policy in libya they wouldnt be in bad terms with Russia. Russian foreign policy is very interest driven. They would continue to sell their weapons and goods. Because every plane they sell every tank they sell is a blow to USA and her foreign policy. Also they are eying for a naval base in Alexandria for a very long time so Russians wouldnt act badly towards Egypt.

Egypt bought AH-64 in the 90s I think. Egypt recently bought Ka-52 Nile Crocodile from Russia which is better.
