Russian President Vladimir Putin has officially signed a law ratifying a comprehensive 20-year strategic partnership agreement with Iran, formalizing a deepening alliance between Moscow and Tehran. The treaty, initially signed by Putin and Iranian President Masoud Pezeshkian on January 17, 2025, in Moscow, was ratified by Russia’s State Duma on April 8 and the Federation Council on April 16, with Putin’s signature completing the process on April 21.

Defense, security, counterterrorism, trade, banking, transportation, energy, peaceful nuclear technology, industry, agriculture, tourism, culture, science and technology are just a few of the many aspects of cooperation that this historic agreement seeks to enhance and broaden, in order to combat international terrorism and other challenges like arms control, both nations promise to improve coordination on a regional and worldwide scale, the pact also stipulates that neither party will support any third party involved in a military conflict with the third party.

The collaboration is a calculated reaction to mounting geopolitical pressure from the West, particularly in light of Russia protracted war in Ukraine and the effects of Western sanctions on both countries, in order to support Russian military actions in Ukraine, Iran has been providing Russia with hundreds of Shahed drones and short-range ballistic missiles since 2022, Russia has also profited from Iranian economic cooperation and military technologies.

The pact aims to increase bilateral trade, which increased by 15.5% to $3.77 billion between January and October 2025, it also encourages cooperation in areas such as investment, logistics, transportation and humanitarian work, as a sign of a growing number of connections outside of conventional sectors, the agreement also encompasses new areas like information technology, education, culture, sports, and healthcare.

A long-term commitment to ongoing collaboration is indicated by the treaty's original 20-year duration with automatic 5-year renewals, iranian officials anticipate full implementation following parliamentary approval in the near future, the deal is a "breakthrough document" according to Russian officials, that aims to establish steady and sustainable development for both countries as well as the larger Eurasian region.

Although a strategic cooperation is strengthened by the pact, a formal military alliance with mutual defense commitments is not achieved, the partnership is still practical and motivated by a shared desire to strengthen regional influence and resist Western pressure, while the deal is a major turning point in Russia-Iran relations, highlighting their increasing political, military and economic cooperation.
