Rs 25,000 cr tender issued for building LPDs'

NEW DELHI (PTI):

The Defence Ministry has issued a tender expected to be worth over Rs 25,000 crore for building warships which can carry helicopters.

"The tender for the Landing Platform Decks (LPDs) has been issued," Director General Acquisition SB Agnihotri said in New Delhi at a FICCI interactive session with leaders of the defence industry.

He suggested that the tender was issued as part of efforts by the government to build the capabilities of the indigenous industry.

Agnihotri said he had institutionalised meetings with the industry captains at the Institute of Defence Studies and Analysis and expressed confidence that such interactions would continue even after his departure from the Ministry.

He has been promoted as Secretary to the Ministry of New and Renewable Energy.

The DG Acquisition said the Ministry was taking steps to sort out the problems faced by the industry and keeps updating the Defence Procurement Procedure in this regard.

Personally I would like to see Mistral class to win this LPD contract and would see atleast 2 of them to be built in Pipavav Shipyard as they are new but capable and also DCNS has already been collaborated and have 15% stake in Pipavav shipyard.

PS: Just Imagine Indian navy in 2025 with 3 brand new Aircraft carriers, 5 LPDs, 10-12 Destroyers, 19 Frigates, 12 new convantional submarines, 4-5 old submarines, 3 SSBNs and 2 SSNs.
PS: may be some more indigenious SSNs/SSBNs in production.

@sancho, wanna list the possible contenders? One thing that is still unclear is what kind of configuration the IN wants ie do they want a well deck (most likely)? Do they want a flat top like deck for flight ops? etc Will they accept LHD submissions?

That would be an epic addition to the IN's fleet HOWEVER it would need to be accompanied by a complete overhaul of the IN's rotary-wing fleet- which is underway. The current fleet of ageing/aged Sea Kings and Chetaks will have no place on such a modern vessel. The IN would really need large(ish) troop transports such as the S-92/AW-101, maybe even the ch-53K/MV-22. To back it up you need shipborne firepower as such the HAL RUDRA and LCH would make a great addition to the IN, perhaps the AH-64 in fact as the LCH is, by definition, a light-weight combat helo and the key in amphibious assault is shock and lethality and there's no doubt the AH-64 carries a much larger punch than the LCH.

That rotor-folding issue-The very design of the ALH with its hingeless-rotor blades- means is going to make this untenable unfortunately. And this is also why the chances of seeing the RUDRA and even LCH on IN warships is unlikely as they have identically designed blades.

No mate, since nothing has changed, the reports still are not clear wrt what IN exactly want and actually it seems that not even they know what they want. We know that the RFP stated for LDP's not LHD's, which basically rules most of the speculated vessels out anyway. I know from some French journalists that DCNS had proposed the Mistral LHD, but would be ready to provide an LDP design based on it as well, if IN really reaquires it, but even they wasn't sure about it. So instead of keep speculating about possible contenders, we can only wait and see for more reliable infos.

Anyway, to me this is once again an example for the failed procurement policies of our forces. It's nuts to send out RFPs with so little infos, that can mean anything and include anykind of vessel or aircrafts. We have seen and heared the same from manufacturers about IN's MRMR RFP, where nobody knows if they want big jets like the 737, buisiness jets like the EMB 145 or Boeings P8 light proposal based on the Bombardier 605, or even turboprop MPAs like the Airbus C295, or Eltas offer, based on an Bombardier Q400.
And as you know, I question the need of amphibious capabilities in high numbers anyway, since we only need them for disaster relief missions. With 3 aircraft carriers, Joint support ships with some amphibious capabilities would make much more sense and would be more cost effective as well, since they could be used in different roles all the time. When did we actually used INS Jalashwa btw?
