In my opinion, the scale of corruption Pakistan has witnessed in the last 40 odd years these HNWI lists are meaningless, 1M$ is pennies for such people and if there is some data available about these exact people you will find most of them are not HNWI rather Ultra-high-net-worth individuals (UHNWI).

These fancy anti-corruption laws and all that jazz are for the western societies, a society like Pakistan where corruption is a way of life the only solution is to get rid of approx 5000 to 10000 people (china style zero mercy) only then we might have a chance to turn things around otherwise it is a lost cause. People can argue as much as they want about rights or barbarism or whatever they want to label it as the fact is that the condition of Pakistan is like a cancerous body the only option is to get rid of the infected part to save the rest.

This is where people make the mistake. They look at the finished product called "The West" today. What you overlook is in the making of the West over the last 400 years lot of blood was spilled. Look at France and the bloodbath of the revolution, look at Britain and the English Civil War, the making of Germany as Bismark, making of Russia and Peter the Great, making of modern Turkey and bloody war of independance, Japan and the bloody Meiji reformation, the making of China and Cultural Revolution where millions were killed. Behind every developed nation is story of bloodshed. Of course today they are beaons of peace and can afford to have civil rights ans liberal laws.
