KARACHI: President Mamnoon Hussain has granted pardon to Rangers personnel who had been sentenced to life imprisonment over their involvement in the June 2011 killing of a youth inside a public park in Karachi’s upscale Clifton area.

The pardon was granted by the president in exercise of his powers under Article 45 of the Constitution, sources in Sindh’s Home Department told Sindh Express.

“After receiving the pardon orders from the President House, we have communicated with the IG prison, and the convicts may be freed any time from Karachi’s Central Jail,” said a senior official of the Home Department.

Despite several attempt, IG Prison Nusrat Mangan and the superintendent Karachi Central Jail refused to talk on this issue.

The Rangers personnel had killed Sarfarz Shah, 22, considering him a robber out to deprive people in the park of their belongings.

Footage of the killing was filmed by a cameraman from a private TV channel who was at the park to cover an event. The video which was later aired by all news channels sparked widespread public outrage.

The outrage was so extreme that the government took the rare step of removing the provincial chiefs of Rangers and police after the then chief justice of Pakistan Iftikhar Chaudhry took notice of the killing.

On August 12, 2011, an anti-terrorism court in Karachi handed death penalty to a Ranger trooper Shahid Zafar for the ‘extrajudicial’ murder and life imprisonment to five others, including Sub-Inspector Bahaur Rehman, Lance Naik Liaquat Ali and constables Muhammad Tariq, Manthar Ali and Afzal Khan.

The park’s watchman, Afsar Khan, was also jailed for life in the case.

However, the convicts challenged the decision in the Sindh High Court (SHC), which rejected the appeal in January 2014 and retained the death sentence and life imprisonment for everyone, except Lance Naik Liaquat Ali.

Later, the convicts filed appeals in the SHC against their conviction, requesting the court to set aside the ATC judgement.

However, the appellant bench of the SHC rejected the appeals on January 21, 2104 and upheld the ATC ruling of sentencing Shahid Zafar to death after finding him guilty of pulling the trigger.

But in August 2014, the Supreme Court commuted the death penalty awarded to Shahid Zafar when his family appeared before the court and told them that the victim’s family had reached a compromise with them. Later, the court commuted the sentence to life imprisonment.

I believe President or anybody should not be constitutionally permitted to grant Pardon. Pakistan being an Islamic Republic must adhere to Islamic principles. A person found guilty must be punished completely. The rangers must have pulled some strings and pressurized the family to compromise as is done in many cases. Law should be equal for everyone and so should be its implementation!

To those banging their heads on the wall, we should go back and take a look at that video. If I remember correctly, there was a case where the guy was acting like a dick and tried to snatch away the rifle from a Rangers personnel. The Rangers then shot him point blank. If this is the same case, then yes, I feel there is a room for pardon. What should be the fate of anyone who tries to snatch a rifle from armed forces personnel?

When a normal human being gets life imprisonment or death sentence for cold blooded murder, an LEA official, someone who has taken an oath to protect the lives of his countrymen and to uphold the law needs to be awarded exemplary punishment. What we do, we award presidential pardons!!!!

To those banging their heads on the wall, we should go back and take a look at that video. If I remember correctly, there was a case where the guy was acting like a dick and tried to snatch away the rifle from a Rangers personnel. The Rangers then shot him point blank. If this is the same case, then yes, I feel there is a room for pardon. What should be the fate of anyone who tries to snatch a rifle from armed forces personnel?

For God's sake, insaan ban jao!!

You bloody well mean to say that this paltry 5 foot guy was trying to snatch away a weapon from a trained rangers soldier and that too in the company of a dozen other rangers men????? On top of everything else, why wasn't he given first aid and called an ambulance for shifting to a hospital? This is one incident that was caught live on camera, one can only imagine what really goes on when there are no cameras.

I honestly hope that you never face something similar......and then abandonment by the law which is supposed to protect the weak.

You bloody well mean to say that this paltry 5 foot guy was trying to snatch away a weapon from a trained rangers soldier and that too in the company of a dozen other rangers men????? On top of everything else, why wasn't he given first aid and called an ambulance for shifting to a hospital? This is one incident that was caught live on camera, one can only imagine what really goes on when there are no cameras.

I don't plan on snatching any rifles either. Before over-reacting, try searching for the video and look at it yourself. I am not sure if we are even talking about the same incident, but yes, if it is that incident then the shooting was justified. The Rangers guys actually showed some restraint. Police officers in the US would have shot at first sign of idiotic behaviour like that. All of this applies IF we are talking about the same thing.

AH did a countless blunders but one of the biggest one he made a party on political ground he should make it on some religious ground and here we go to black mail the state.

I am not sure if we are even talking about the same incident, but yes, if it is that incident then the shooting was justified. The Rangers guys actually showed some restraint. Did you watch it yourself? In one instance a plainclothesman single handedly brings this youth to rangers where one of the rangers guard points a weapon at the guy's face; an unarmed, surrendered guy's face. Is there any justification for that? All that I can see is someone trying to lower a weapon that is aimed at his face!!

Anyway, hum sab ne marna hai aur sab ne Allah ko jawaab dena hai. Wahan yeh sab drame baazi aur ethnic support nahi chalegi!! Kero jo support kerna hai yahan.

What is in the video to look for. Clearly he was unarmed when he was shot dead, and was trying to lower the rifle since the murderer ranger guy was aiming his body. Situation could have controlled easily and quite differently but the man in uniform had already made his mind to shot the guy dead.
