Putin Said to Seal $7 Billion Russian Arms Deal for India Trip.
By Ilya Arkhipov - Dec 18, 2012 3:33 PM GMT+0530

Russian President Vladimir Putin may announce about $7 billion worth of weapons contracts, including for Sukhoi fighter jets, when he visits India next week, according to three people in the defense industry.
During Putin’s visit on Dec. 24, the two countries will announce contracts for 42 Sukhoi Su-30MKI jets, made by United Aircraft’s Irkut Corp., and almost 1,000 AL-31 warplane engines to be delivered through 2030, according to the three people who asked not to be identified because the information isn’t public. Putin’s spokesman Dmitry Peskov declined to comment.
India, Russia’s top arms customer, has at least doubled its defense budget over the last decade as it looks beyond a traditional rivalry with Pakistan to counter China’s rising power. Putin, who returned to the presidency this year, has spearheaded Russia’s efforts to fend off competition for the contracts from the U.S. and Europe.
“These will be truly historical deals if signed,” Konstantin Makiyenko, the deputy head of the Moscow-based Center for the Analysis of Strategies and Technologies, said by phone yesterday. “I don’t remember a contract for 1,000 engines at all and deals for over 40 planes happen twice in a decade.”
Syed Akbaruddin, a spokesman at the Indian Ministry of External Affairs, wasn’t available to comment. Vyacheslav Davidenko, a spokesman for Russia’s state-owned weapons exporter Rosoboronexport, declined to comment.
Russian defense-industry exports have exceeded $14 billion billion this year, higher than the government’s target, Putin said yesterday. The country has signed new contracts worth $15 billion in 2012, he added.
Then-Defense Minister Anatoly Serdyukov said Oct. 10 that Russia expected to sign a deal to ship 42 Sukhoi jets to India by the end of the year, RIA Novosti news service reported.
India has already received about 150 Russian jets, according to CAST estimates.

.
And also expecting more defence contract deals during his visit.

.
Seems the IAF will get 40 Super Sukhois as X-mass presents on Dec 24

.
1000 AL-31 engines ???
Can anybody explain this 1000 figure ???

. . .
The IAF will operate ~300 MKIs so that's ~600 engines with each engine having a full service life of ~3000 hours. As the article says this contract is for delivery through 2030 (~20 years away) so with each engine needing to be replaced once every 5-6 years then you can understand where this figure is generated.

I'd assume these engines would be manufactured in India?

270 x MKI (90 build in Russia) x 2 engines each = 540 engines, during MLU they will be re-engined => total of 1080 engines for the whole fleet.
90 were build in Russia and came already with engines => - 180 engines => total of 900 engines for all licence build and re-engined MKI, that will be build in India.

That could be an explanation and it would confirm what I said, that we won't go for S117 engines, since we already produce the AL 31 FP in India and it's more likely that we go for an upgraded version of this one.
However, I am always cautious about reports from unnamed sources.

The service life of the uprated AL31FP for Super-MKI will have a service life of 5-6k hours as per some
sources.

Su-30MKI's AL-31FP engines are already being manifactured in India at HAL's Koraput facility.

It is infact not even 4000 hours.

- > 117
The 117S engine thrust has been increased by 16% (up to 14500 kgf) compared to the base AL-31FP engine, the ultimate life has been increased twice (up to 4 000 hours), keeping the same weight and overall dimensions.
