Police arrested two men on the suspicion of carrying explosives at Bagdogra airport in West Bengal’s Darjeeling district on Friday afternoon.

Anup Singh and Avay Prasad of Bihar were to board an Indigo flight to Kolkata.

Airport authorities suspected a white powdery substance they were carrying in small containers in their luggage were explosive material.

Electronic screening machines detected the substance and sniffer dogs were deployed. The authorities alerted CISF guards and they were handed to police thereafter.

The two men were returning from Sikkim. They work in Gurgaon.


Siliguri commissioner of police Neeraj Kumar Singh said detectives are investigating the case.

It couldn’t be immediately ascertained if the seized substance was narcotics, a plastic explosive or simple talcum powder.

An alleged illegal arms factory was unearthed in the remote Mahadev Tanda village in the Singahi area on the Indo-Nepal border, the police said today.

"Four persons Israr, Punnu, Mohd Shami and Rafiq were arrested yesterday while making country-made firearms. Twenty firearms, six more being manufactured, parts used in the manufacturing and other equipment were recovered from their possession," Superintendent of police (SP), S Channappa told PTI.

During interrogation, the accused confessed about smuggling of illegal arms in various districts, the official claimed.

The police did not rule out the possibility of cross-border smuggling. Further probe is on in the matter, the official said.

This comes after series of derailment was reported in last one month resulting in Suresh Prabhu, the-then union minister for Railways, offering to resign and major overhaul in the senior management of the Railway Board.

Over 25 people were killed and more than hundred were injured when Utkal express derailed at Khatauli station near Muzaffarnagar in Uttar Pardesh on August 19.

Similarly, three trains jumped off the tracks in Uttar Pradesh, New Delhi and Maharashtra on September 7 within a span of nine hours. The first accident occurred at 6:25 a.m. when seven coaches of the Jabalpur-bound Shaktipunj Express went off the tracks near the Obra Dam station in U.P.’s Sonbhadra district. Within hours, at around 11:45 a.m, the Ranchi-Delhi Rajdhani Express derailed near Minto bridge in the national capital, leaving one person injured. These two incidents were followed by the derailment of a goods train in Maharashtra’s Khandala at 3:55 p.m., railway officials said.

A possible rail accident was averted after the driver of a goods train alerted railway officials about concrete blocks kept on the tracks near Kandari village in Vadodara district of Gujarat, the police said on Saturday.

Concrete blocks were placed by unidentified persons on tracks on both up and down routes near Kandari village in Karjan tehsil on Friday evening, Karjan Police Station sub-inspector K.M. Rawal said.

Around 7.40 p.m, the train hit some stones and the driver felt a strong jerk and the stones broke into pieces, said senior divisional security commissioner, Vadodara (Western Railway), Hemant Kumar. The driver then alerted officials at the Kashipura railway station.

It was later found that six hexagonal concrete blocks, three each on the two tracks, were placed by unidentified persons, which could have caused a major accident, Mr. Kumar said. A case has been registered by the local police.

The concrete blocks were carried to the tracks from a nearby railway gate, which was unmanned after 7 p.m., he said.

Financial help is pouring in from abroad for a cyber café owner and publisher, whose business has been crippled for fear of retaliation after he caught the terror suspect of 2008 Ahmedabad serial blasts at Gaya about a fortnight back.

Staring at penury, Anurag Basu is today unsure how to pay the school fees of his son Shivam and the monthly rent of his house and cyber café at Gaya, 100 km south of Patna.

“After reading a report on my plight, Indians settled abroad have called up, asked about my business and also offered financial support,” Basu told HT on Wednesday.

HT had carried a report, ‘Gaya cyber café owner who caught terror suspects turns pauper,’ on Monday.

“Rahul Kumar, a native of Gaya and working with a multi-national company in London, had called up on Tuesday and offered monetary support. Kumar has launched a collection campaign for me and transferred Rs 26,000 in my bank account on Wednesday. The collection drive is still underway and Kumar has promised to provide more fund to re-start my business.” Basu said.

“Raj Rajendran, who is settled in the USA, has also promised financial assistance. Soon after going through the HT report on its website, Rajendran searched my contact details in Google and called me up. He has sought my bank account number to support him financially through an NGO he had floated with his European and South Asian friends. The NGO, South Asian Military Support Network, helps Hindu soldiers employed with armies in Europe and South Asia,” Basu said.

A software engineer, who graduated from the BMS Engineering College, Bengaluru, and secured his master’s degree from University of Texas, was currently employed in the department of homeland security in New York, Basu added.

Overwhelmed by the support from unexpected quarters, Basu said it had injected a fresh energy in him. “I will continue to take risk for the sake of my nation,” he said. However, Basu expressed “shock” at the behavior of social activists and political leaders. “No social activist or political leader has visited me or called me on phone to extend help,” he said.

Meanwhile, the master computer at his cyber café, which the police had seized as part of the investigation, was returned to Basu on Tuesday. Gaya senior superintendent of police (SSP) Garima Malik had also called Basu for a meeting on Tuesday and assured all cooperation to re-start his cyber café at the earliest. After the meeting, Basu said he had no complaints against the SSP. “She was first to recognize my efforts and promise an award for my valour and courage,” he said.

Basu had chased and caught two terror suspects at Gaya on September 13. Tauseef Khan alias Atik Khan, an accused in the Ahmedabad blast, was one of men. The blast had killed 56 people and injured more than 200..

No response from IIT despite several reminders, says agency

Almost a year after the derailment of the Patna-bound Indore-Rajendranagar Express near Kanpur claimed over 150 lives, the National Investigation Agency (NIA) is yet to get any evidence of “sabotage.”

The former Railway Minister, Suresh Prabhu, had alleged sabotage in two train accidents — Kanpur and Kuneru — and sent a letter to Home Minister Rajnath Singh demanding a probe by the NIA.

Multiple reminders sent by the NIA to the Indian Institute of Technology (IIT) experts, who have been asked to aid the investigations, have gone unanswered.

“We roped in a team of IIT experts to ascertain the cause of accident. We have sent them three reminders but have not got any response,” said an NIA official. The IIT team visited both the Kanpur and Kuneru accident sites and collected samples.

Another official said the expert committee’s report was vital to their investigations.

On November 20 last year, 14 coaches of the Patna-bound Express derailed between the Pokhrayan and Malasa railway stations in Uttar Pradesh killing at least 152 passengers and injuring 183.

Over 40 people were killed when the Jagdalpur-Bhubaneswar Express derailed near Kuneru in Andhra Pradesh on January 22.

A report by the Forensic Science Laboratory in Hyderabad said that “no traces of explosives were found” at the accident site in Kuneru.

During an election rally in Gonda, Uttar Pradesh on February 23, Prime Minister Narendra Modi had said that the Kanpur accident was “a conspiracy and conspirators carried it out sitting across the border.”

Earlier in September a fertiliser-laden goods train had derailed at Nirgundi station near Cuttack. Around 16 wagons of the train had derailed. The train was on its way to Haibargaon in Assam from Gangavaram port in Visakhapatnam. Taking a note of the growing number of train derailments this year, the opposition parties have heavily criticised the Centre.

IN A setback to the Thane police probe in the train sabotage case in which Mumbra police arrested five persons in April for placing a 380 kg rod on the Diva Panvel railway track, the Government Railway Police (GRP), where the FIR was registered, has found no evidence against the accused and will be informing the court about it next week.

Apart from no evidence being found in the case, the results of the polygraph tests conducted on the five accused by the Kalina Forensic Science Laboratory to the GRP has said that the profiling has found no involvement of the five accused. The accused, currently arrested by the Kalamboli police in another case, are likely to be released on bail next week after the GRP formally informs the court.

A senior IPS officer said, “It would be unjust to keep these men behind bars when we have not found any evidence against them. Hence, we will not be chargesheeting them.”

The case where the motorman of the Madgaon-Dadar Jan Shatabdi Express carrying 700 passengers on January 25 this year spotted an iron rod on the Diva Panvel tracks and applied brakes in the nick of time, had become important as it followed a series of cases where attempts were made to derail trains across the country. There were also suspicions of a terror module behind these derailments leading to agencies like Anti Terrorism Squad (ATS) and the Intelligence Bureau (IB) probing the matter.

In a press conference on April 13 this year, the Thane police had announced that alleged drug addicts and history sheeters Danish Shaikh (26), Suraj Bhosle (25), Mohd Shaikh (36), Nazir Sayed (24) and Jayesh Pare (30) had confessed to the crime after they were picked up Mumbra police. However, after the accused were handed over to the Thane GRP where the FIR was registered, the railway police did not find any evidence against the accused.

While the call records of one of the accused was found in Nashik at the time of the incident, the other accused appeared to be close to the spot, but not at the spot where the incident took place.

The GRP also had doubts whether the five accused would have been able to pick up the 380 kg rod within a span of a few minutes as motormen in a train that passed by 13 minutes earlier had not seen the rod on the tracks.

The Mumbra police had countered that while one of the accused had forgotten his mobile phone at his Nashik residence and hence his location was showing there. They added that the others were at the scene of the crime.

A letter was sent by GRP to Mumbra police, asking the latter to clarify the grounds on which the accused were arrested. After failing to find any evidence, the GRP did not file a chargesheet within the stipulated 90-day period. They informed the court that to be sure that the accused did not appear to be involved, they wanted to conduct a polygraph test.

Two weeks back, the FSL sent a report to the Thane GRP, stating that based on the polygraph test they found the five accused had no role in the sabotage. While the polygraph test is not considered evidence, in several cases, it is used as corroborative evidence or is helpful to provide leads.

The five accused, arrested for their roles in petty crimes in the past, will however not be released from prison as currently they are in the custody of Kalamboli police in another case, Sonawane said.

Rajesh Mishra was killed in Ghazipur district; two suspects identified
A Hindi newspaper journalist was shot dead by unknown assailants in Uttar Pradesh's Ghazipur district on Saturday.

The victim was identified as Rajesh Mishra, a journalist with Hindi daily Dainik Jagran.

Mr. Mishra, 38, was at the building materials shop run by his family when three unknown persons riding a motorbike came there at around 7 a.m and shot him, police said. Mr. Mishra was also associated with the Rashtriya Swayamsevak Sangh.

The incident took place at the Brahmanpura chauraha under Thana Karanda of Ghazipur, which is in Purvanchal. The victim's house is located a kilometre away.

The journalist's brother, Amitabh Mishra, was also shot at and is critically injured. He was rushed to the district hospital in Ghazipur but was referred to a hospital in Varanasi where he is receiving treatment.

"Upon hearing the sound of bullets, Rajesh Mishra's brother Amitabh Mishra, who was working in the fields behind the shop, came to his brother's rescue. The assailants shot at him too and fled the spot," a police spokesperson said.

The police said it had already found key clues regarding the murder.

"We have marked the suspects and believe they will be arrested today," said Anand Kumar, Additional Director General of Law and Order.

"Suspected enmity is probably the reason. Two suspects have been identified. Arrest should happen soon."

Three suspected militants of Jammu and Kashmir were arrested from Ahmedabad-Jammu-Twai train at Merta Road station in Rajasthan’s Nagaur district by a joint team of RPF and SOG-ATS late on Thursday night.

The accused were handed over to J&K police after interrogation by Rajasthan SOG-ATS today. Hailing from Kulgam, Umar Hussain and Bashid, both 19, and Soyal, 21, were returning to Jammu by the train from Ahmedabad after selling apples when the Railway Protection Force of Merta Road chased them with officials of ATS-SOG as the train stopped at 10.40 pm on a tip-off from the counter state a day ago, a senior cop of RPF told The Tribune.

Soyal was wanted in a number of crime cases under Section of 302 of the IPC (case 106/2017 of J&K) and unlawful activities act, while Umar was allegedly involved in stone-pelting incidents, the cop said. No case was registered with Merta Road’s RPF station as the J&K cops came and Rajasthan ATS-SOG handed them over.

A Nepalese man was arrested in Varanasi on Monday for enlisting in the Indian Army, allegedly through an ‘identity theft’, police said.

The accused, who allegedly identified himself as Dilip Giri, was nabbed in the Cantonment area of the temple city by the Anti-Terrorism Squad (ATS) of the Uttar Pradesh police.

Working on intelligence inputs, that some foreigners had managed to get recruited into the Army, the ATS identified three persons who allegedly got into the Gorkha Rifles via the 39 Gorkha Training Centre in Varanasi.

A major accident was on Friday averted when a keyman on duty stopped the Tatanagar-Itwari Passenger train between Rajkharswan and Barabambo stations under Chakradharpur division of South Eastern Railway after he spotted a fracture on the track, railway officials said, reports news agency PTI.

A prompt action on identifying a fracture on the track by the on-duty keyman, Bhubaneshwar Pradhan, led the driver of the train to stop it between Rajkharswan and Barabambo stations around 7.30 am on Friday, said Bhaskar, Senior Divisional Commercial Manager (Chakradharpur division of SER).

On being informed about the fault on the track, the maintenance team rushed to the spot and repaired it, he said. The train left for its destination at around 8.15 am, Bhaskar said while appreciating the prompt action of Pradhan, who had bursted fire-crackers and shown red signal to stop the train.

He said Pradhan will be honoured for his good work and a recommendation will be sent at the Divisional level. Owing to the fog prevailing early morning, SER has already launched patrolling in all important and identified section of the division.

Besides, the railways have also undertaken an initiative to identify and repair identified faults on track on a day-to-day basis, Bhaskar added.

The services will be hit due to installation of a flyover girder for the new third line project between Adityapur and Gamharia stations, in adjoining Seraikela-Kharsawan district.


According to information, a low height subway would also be launched simultaneously during the ” Traffic-cum-power block ” between Rajkharsawan and Barabamboo railway stations which falls under the same railway division.

Imported hardware serving as backbone for racket

As technology develops, so does the scope to misuse it. The police observed it with Voice Over Internet Protocol (VoIP) facility, which is increasingly used for criminal activities.

Flashers, devices that can change IMEI (International Mobile Equipment Identity) numbers of handsets, are used to make stolen cell phones untraceable, and SIM boxes enable setting up of illegal telephone exchanges that rake in crores of rupees and cause massive losses to the government. In August this year, the Mumbai Police Crime Branch busted two illegal exchanges in the Shivaji Nagar and Cheetah Camp areas of Eastern Mumbai, arresting four accused and seizing a total of 14 SIM boxes.

Three months later, the police are still working on ascertaining the scope of the racket.

No international tariff

“Each SIM box can hold up to 32 SIM cards which route international calls. A person in Dubai can call a local number from Dubai, which will be routed to a number in India and then to the intended call recipient. This way, the caller avoids the international tariff, which causes loss of revenue to the government. Even if operators of SIM box rackets charge 60% of the tariff, they make crores in a month,” said a Crime Branch officer who is part of the probe. Investigations into the racket busted in Cheetah Camp have revealed that each SIM card routed thousands of calls every day from various countries in Asia.

“The accused running the Cheetah Camp racket would split the spoils with his counterpart in Dubai, and made lakhs every month. He made so much money that he was looking to invest it in a legitimate business and was going to apply for an Internet Service Provider’s licence,” the officer said.

Hawala money
Investigations conducted so far into the two illegal exchanges that were running in Mumbai have indicated that the accused got money from their Dubai counterparts via hawala channels.

The Dubai-based operators, who were allegedly the masterminds, would take a percentage of the profits, keep some aside for maintenance of equipment and send the rest to their Indian counterparts.

Word of mouth
“The entire racket was operating on word of mouth. The Dubai-based operators had spread the word that they had the resources in case anyone wanted to make calls abroad at concessional rates. The preliminary estimate of the losses caused to the national exchequer is around ₹100 crore. The figure is likely to go up as the number of calls routed through each SIM card is calculated,” another officer said.

Joint Commissioner of Police (Crime) Sanjay Saxena, Mumbai, said the easy availability of technology was the biggest factor working in favour of such racketeers.

“The SIM boxes in both the rackets busted in Eastern Mumbai had been procured from China. SIM boxes can be easily smuggled in. Unless we have specific information, intercepting them is impossible. It is only when someone is caught using them that we take action,” Mr. Saxena said.

The Department of Telecommunications, which has the resources to monitor cellular traffic, now regularly looks out for heavy traffic from a single SIM card in order to identify such rackets. Information on such SIM cards is then provided to the law-enforcement agencies in the city concerned.

The other major concern, apart from loss of revenue, is the possible use of such rackets by terrorists.

In June this year, the Maharashtra Anti-Terrorism Squad, acting on information from the Military Intelligence unit in Jammu and Kashmir, busted three illegal telephone exchanges in Latur. Agents of the Inter-Services Intelligence, Pakistan’s premier intelligence agency, are suspected to have received instructions from their handlers across the border via calls routed through these exchanges.

“We are still looking into the terror aspect of the case, as it involves large amount of analysis. No possibility is being ruled out,” said Additional Director General of Police Atulchandra Kulkarni, who heads the Maharashtra ATS.

An ATS officer added: “Even if we do bust such rackets and get evidence of calls being routed from hostile nations, identifying the callers is a challenge. Hundreds of SIM cards are used and discarded by terrorists on a daily basis, thanks to the availability of SIM cards without enough verification.”

Sources said that the SIM box technology that is seen today is a much advanced version of similar technology which was developed around 10 years ago.

“Earlier, such rackets could operate with only one SIM card. Soon, SIM boxes which could operate eight SIM cards at a time were developed. The number went up to 16, then 32 and now SIM boxes can hold and operate up to 64 SIM cards. Tracking calls made through SIM boxes is difficult as calls are routed through a random SIM card every time. The Central and State agencies have been busting such rackets for over 10 years now, right from the time racketeers would sit in a small shop and route international calls through a single SIM card every day. There have been operations where entire rows of such shops have been raided in various parts of India,” a senior officer in anti-terror enforcement told The Hindu.

Call centres busted

The other kind of racket that is rapidly growing — two such rackets were busted in Mumbai’s Malad area earlier this month — is one in which people abroad are cheated by Indian nationals using VoIP calling facility. Since October last year, five ‘call centres’ have been busted by the Thane and Mumbai police. In both the rackets, the accused were calling up U.S. citizens posing as officers of the Internal Revenue Service and conning them into paying large amounts of money to “settle” their “tax irregularities.”

Investigating officials said the rackets were ridiculously easy to set up, as they just required basic infrastructure needed to set up a call centre. Staffers were recruited and trained in U.S. laws and accents, after which they started calling up hundreds of people on a daily basis.

After the Mumbai Crime Branch busted the Malad racket, several other such rackets in Mumbai and Thane reacted to the crackdown and have reportedly shut down. “Since VoIP calls cannot be tracked or intercepted, human intelligence was the only way the rackets could be busted. Unless Internet Service Providers start tracking the usage of their clients to look out for heavy traffic, there is not much that law-enforcement agencies can do,” a senior Mumbai Police Crime Branch officer said. Even if the caller succeeded in fooling 10 out of the 50 people he called every day, he would make hundreds of dollars, said officers.

The use of VoIP in crime has long been an issue. The Mumbai Crime Branch has, in the past, written to the DoT seeking checks on VoIP calls, after it was found that underworld elements based abroad were using the facility to make calls for extortion and to contact their foot soldiers in India.

How does it work?
  • A person based abroad, wishing to make a call to India, learns about SIM box rackets
  • He or she makes a call to a number supplied. The call is forwarded to one of the many SIM cards in a SIM pool. The SIM pool has up to 64 SIM cards, all of them Indian numbers.
  • The call is then routed through the Indian SIM card to the number of the intended recipient.
  • As the call is routed through a local number, it reflects a local call and not an international call, allowing a caller to avoid paying international tariff.
  • Operators of the SIM box racket charge up to 60% of the official tariff, splitting the proceeds with their Indian counterparts.

NEW DELHI: The Rail Bhavan, which houses the railways ministry, has been brought under the security cover of the Ministry of Home Affairs (MHA) to ensure enhanced protection for the national transporter's headquarters.

In a communication, the MHA said the Railway Protection Force troops continue to be deployed in Rail Bhavan but under the operational control of the MHA.

Access into the building will be regulated as per the MHA norms and the reception continues to be manned by the staff of the railway ministry but they will work under the operational control of the MHA, the communication said.

Besides, the system of issue of visitor passes will be as per the MHA procedure, it said.

A home ministry official said the step has been taken to ensure enhanced security for the Rail Bhavan.

PM expresses grief over the derailment of Utkal Express



Prime Minister Narendra Modi has expressed grief over the derailment of the Utkal Express in Muzaffarnagar, Uttar Pradesh. The Prime Minister informed that the situation is being monitored very closely, and that the Railways Ministry and UP Government are doing everything possible and providing all assistance required.

“Extremely pained by the derailment of the Utkal Express in Muzaffarnagar. My thoughts are with the families of the deceased.

I wish those injured a speedy recovery. The situation is being monitored very closely by the Railways Ministry.

President of India writes to Governor of Uttar Pradesh condoling the loss of lives in derailment of Puri-Haridwar Kalinga Utkal Express

The President of India, Shri Ram Nath Kovind has written to the Governor of Uttar Pradesh, Shri Ram Naik conveying his condolences on the loss of lives in the derailment of the Puri-Haridwar Kalinga Utkal Express at Khatauli near Muzaffarnagar in Uttar Pradesh.

In his message, the President has said “I am sad to learn about the derailment of the Puri-Haridwar Kalinga Utkal Express at Khatauli near Muzaffarnagar in Uttar Pradesh, as a result of which a number of persons lost their lives and others sustained injuries.

I understand both the State Government and the Railway authorities are providing all possible assistance to the bereaved families as well as the best of medical attention to the injured.

Please convey my heartfelt condolences to the families of the deceased. I wish speedy recovery to all the injured persons”.

Vice President condoles the loss of lives in UP Train Accident

The Vice President of India, Shri M. Venkaiah Naidu has condoled the loss of lives in the derailment of the Puri-Haridwar Kalinga Utkal Express at Khatauli near Muzaffarnagar in Uttar Pradesh. In a message, he conveyed his heartfelt condolences to the families of the deceased and wished speedy recovery to the injured.

The punishment meted out to 11 trackmen involved in the Utkal Express derailment in August was on Thursday converted from dismissal to suspension pending disciplinary inquiry, in what Railways called a move to “make the case more watertight”.

The 11 trackmen were handed a memo for dismissal under Rule 14 (II) of Railway Servants (Discipline and Appeal) Rules, 1968, after the accident. On Thursday, the divisional authorities in Delhi converted that into a Standard Form 5 punishment, which entails departmental probe for major penalty, where the maximum punishment is dismissal from service. They still remain suspended.

The Railway unions had been demanding this for long, citing the fact that the Commissioner of Safety report on the accident, while naming Permanent Way Inspector Pradeep Kumar as guilty, had not named any of the trackmen as directly responsible even though they were part of Kumar’s team that carried out the work of changing a glued joint.

While Kumar, having been named in the CRS report, remains dismissed under Rule 14 (II), the 11 trackmen will now face departmental disciplinary inquiry. This, according to Northern Railway officials, is to make sure that their eventual dismissal cannot attract any relief from the courts. “Without this, they could have always challenged their dismissal saying the CRS report had not named them. So we had to make our case stronger for dismissal by placing them under our probe following relevant provisions,” a senior officer of Delhi division told The Indian Express.

The other side of the argument is that by converting their punishment of dismissal into a departmental chargesheet, Railways is giving them a window to prove that not all of them were directly responsible for the events that led to the derailment, which killed 20 and injured at least 90 passengers. This, senior zonal officials said, were as per “principles of natural justice”.

“Major disciplinary action can culminate in removal/dismissal from service. Moreover, they are suspended from service and not taken back on duty. Therefore, none of them is off the hook. The main culprit, PWI Pradeep Kumar, held responsible in the CRS inquiry, continues to remain dismissed from service,” said a Railway Ministry spokesman.
