At least 100 persons were injured, some seriously, when Delhi bound Azamgarh-Delhi Kaifiyat Express train derailed near Achalda railway station on the Kanpur-Delhi section of the Northern Railway in Uttar Pradesh's Auriaya district, about 150 kilometres from here on Wednesday.

The mishap comes barely after the derailment of Utkal Express near Khatauli

According to the railway officials here, the train, which was travelling at a speed of 100 kilometres per hour, derailed after it rammed into a dumper filled with sand at an unmanned level crossing.

As many as ten coaches of the train jumped rails following the derailment, officials said adding that the mishap occurred around 0300 hours in the morning.

The passengers were sent to Kanpur and Etawah to proceed toward their destinations by buses, the officials said. The majority of injured hailed from Azamgarh district in UP from where the train originated.

The injured were admitted to hospitals at Auraiya and Kanpur besides the nearby super speciality Saifai PG Medical College. The condition of four of the injured was stated to be critical, sources said.

Relief and rescue operations were launched immediately, railway officials said adding that ambulances were rushed to the spot from Kanpur, Etawah, Auraiya and nearby districts.

Sources said that the dumper, which belonged to the company engaged in laying of tracks for a dedicated freight corridor on the section, had overturned and fallen on the tracks. The train arrived at the spot before the railway officials could be informed about the incident, sources said.

Movement of trains on the busy Kanpur-Delhi section had come to a complete halt following the derailment. Several long distances trains were diverted or short terminated, officials said.

Railway officials said that relief and rescue operations were almost complete and the track was expected to be opened for traffic by late Wednesday night or Thursday morning.

India’s death toll from train derailments in 2016-17 is now the highest it has been in a decade, according to an IndiaSpend analysis of data tabled in the Rajya Sabha on March 31 and August 11.

The derailment of the Puri-Haridwar Utkal Express on August 19 killed more than 20 and injured over 200 people.

The toll of 193 comes during a year that reported the fewest train accidents over 10 years (104) ending March 2017; 78 of these accidents were derailments.

As many as 1,394 train accidents were reported in India over the ten years we considered for this analysis. Of these accidents, 51% or 708 were due to derailments.

As many as 458 people have died due to train derailments over the last 10 years.

Ashwani Lohani, the chief managing director of national carrier Air India, was appointed chairman of the Railway Board on Wednesday after incumbent AK Mittal resigned citing personal reasons.

Lohani, an Indian Railway Service officer of the 1980 batch, is known to have turned around the ailing state-run airline’s financial health.

The appointments committee of the cabinet cleared Lohani for the post.

According to sources, he enjoys a good rapport with the prime minister’s office.

He faces a bigger challenge now as the government is trying to revamp the world’s fourth-largest rail network that has 12,000 passenger trains and 7,000-odd stations, and carries 23 million passengers each day — equivalent of Australia’s population.

But fatal crashes, poor revenue and work sloth have dented the railways’ credibility.

Hours before Mittal quit and Lohani was appointed his successor, more than 20 people were injured as 10 coaches of the Kaifiyat Express bound for New Delhi jumped tracks after colliding with a dumper in Uttar Pradesh.

Prior to this, over 20 people died after 13 coaches of the Puri-Haridwar Utkal Express derailed in Uttar Pradesh’s Muzaffarnagar district on August 19.

During his previous stint with the railways, Lohani handled its mechanical division.

He holds the record of having four engineering equivalent degrees. The record mentions that Lohani, completed four engineering degrees between 1977-79 from Institute of Engineers, Kolkata.

He earned degrees in mechanical, electrical, metallurgical, and electronics and telecommunication engineering.

Lohani was also the director of National Rail Museum and CMD of Madhya Pradesh Tourism Development Corporation.

He successfully piloted the nomination of the Darjeeling Himalayan Railway as a Unesco world heritage site. He was decorated with the railway national award for outstanding performance in 1996.

Mumbai: A clandestine laboratory manufacturing the narcotic mephedrone was raided in Amboli on Friday night, in which three people were arrested and 900 grams of finished mephedrone worth ₹18 lakh was seized. The police also seized raw materials like caustic soda, acetone, petroleum ether, aluminium chloride and sulphuric acid, enough to make around 60 kg of the drug, better known by its street names ‘MD’ and ‘meow meow’. Equipment seized included vacuum pumps, beakers, weighing scales and funnels, police said.

The well-organised set-up’s location was revealed following the arrest of Nadeem Sheikh (27). On August 21, Sheikh was apprehended with one kg of mephedrone by API Daya Nayak and a team from Amboli police station. “We interrogated Sheikh for the source of the drugs. Based on information he revealed, we conducted a raid on a factory unit in Dahanu, Palghar, where the drugs were being manufactured,” an officer at Amboli police station said. They said the unit was operating out of a small space next to a house near farms belonging to the villagers of Bambanwadi.

Three suspects picked up during in the raid were later placed under arrest. They were identified as Sanyal Bane (23), Anwar Chowdhary (37) and Sultan Rauf (41). They have been charged under the Narcotic Drugs and Psychotripic Substances (NDPS) Act. The accused were produced in court on Saturday, which remanded them in police custody till September 1.

The officer said, “The accused had set up a professional laboratory for processing mephedrone. They had set up a 50-metre-long pipe extending into the farms behind the laboratory to dispense the smoke generated during the process, and would manufacture mephedrone between midnight and dawn so that the smell doesn’t attract attention,” said the officer.

Police said Bane, a resident of Valsad in Gujarat, is a science graduate and was the brains behind the operation, while the other two are Dahanu residents and were helping him. Inquiries so far indicate they had been running the operation for at least four months, and are suspected to have moved here from another location.

A train accident was averted in south Tripura on Monday owing to the timely action of a worker.

The keyman, who was on his routine inspection, found that plates, screws and nuts had been removed from a section of the track in Bisramganj area of Sepahijala district, on the Agartala-Udaipur route. He informed the rail traffic control that immediately put a local passenger train, plying on the stretch, on halt just a kilometre away from the troubled spot.

“If the keyman concerned hadn’t been doing his daily inspection of the tracks, the passenger-packed Down 15681 would have fallen into a serious disaster, resulting loss of lives and injuries,” a railway official told The Hindu here on Tuesday.

The Northeast Frontier Railway (NFR) has not yet officially responded to the incident. However, it is learnt that the Railway Protection Force (RPF) has launched a probe into the sabotage.

The railway official said the damaged track was repaired on a war footing.

Frequent travellers on the Agartala-Udaipur-Agartala route have been demanding security posts at various points. Apart from damaging tracks, miscreants often throw stones at trains resulting in many injuries. The tracks pass through thickly wooded areas, hence the miscreants are rarely caught.

The Shaktipunj Express derailment is the third such incident in UP in less than a month.
Seven coaches of the Jabalpur-bound Shaktipunj Express derailed on Thursday in Sonbhadra district of Uttar Pradesh, a railway official said.

“The accident occurred at around 6:25 am and we have already cleared out the site,” railway ministry spokesperson Anil Saxena said.

“All passengers were put on the remaining coaches and by 7:28 AM all of them had left the spot. All of them are safe and no one was injured in the accident,” he said.

The train was running at a speed of about 40 km/hr which, officials say, prevented any injuries when the incident occurred.

This is the third such derailment in the State in less than a month.

On August 19, the Utkal Express had derailed in Muzaffarnagar district, killing 22 people and injuring 156.

About 100 passengers were wounded when 10 coaches of Kaifiyat Express train derailed after crashing into a dumper which strayed on to the tracks in Auraiya district on August 23.

A Delhi-bound Rajdhani went off the tracks near Minto bridge here on Thursday, hours after seven coaches of the Shaktipunj Express derailed in Uttar Pradesh, said a railways spokesperson. No casualties were reported in the two accidents.

“The engine and power car are affected. Since the speed of the (Ranchi-Delhi Rajdhani Express) train was very low, there was no injury to any passenger,” said Neeraj Sharma, Northern Railways spokesperson. The incident took place around 11.45 am.

Earlier in the morning, seven coaches of the Jabalpur- bound Shaktipunj Express derailed in Sonbhadra district of Uttar Pradesh.

It was the third derailment in Uttar Pradesh in less than a month, On August 19, the Kalinga Utkal Express derailed in Muzaffarnagar district, killing 22 people. On August 23, the Kaifiat Express derailed in Auraiya district.

The derailments of the Rajdhani and the Shaktipunj Express are the first two accidents after Piyush Goyal took over as the new railways minister this week.

The railway ministry has decided to install GPS trackers in all hand-pushed trolleys used to inspect the tracks.

In a letter to all zonal railways on September 6, a copy of which is with PTI, the railway board has said installation of such systems should be completed within a month.

“The board has decided that all push trolleys should be numbered and installed with GPS trackers for effective monitoring of safety inspections of track and that the installation should be completed within one month period,” the letter said.

The order comes against the backdrop of a slew of train derailment incidents last month which saw the exit of Suresh Prabhu as the railway minister in the Cabinet reshuffle last Sunday.

The letter also stated that a computer, dedicated to keep record of the tracking system, will be installed at divisional engineering controls.

Sources say such a system would not only ensure that inspections are carried out by section engineers routinely but also the repair work done by trackmen are monitored.

Physical track maintenance involves around two lakh trackmen and gangmen who carry 15 kg of equipment and walk along tracks checking for defects.


Investigations into the derailment of Utkal Express last month, in which over 20 people were killed and around 150 injured, have revealed that the tracks were cut without seeking formal approval.

In January this year, the railway board had said that the railways was in the process of acquiring six self-propelled automatic machines based on ultra sonic detection system to spot cracks and defects and cover longer lengths of tracks in the shortest possible time.

Within days of Piyush Goyal taking charge of the rail ministry, three trains jumped off the tracks and another derailment was averted on Thursday in Uttar Pradesh, New Delhi and Maharashtra within a span of nine hours but there was no casualties.

Only 3,500 personnel deployed for security of nearly 75 lakh passengers in Central Railway and Western Railway daily

Mumbai: Do you know that there are only 3,500 Government Railway Police (GRP) personnel assigned for the security of nearly 75 lakh passengers, who travel in the Central Railway and the Western Railway daily? With this, the ratio stands at one person for 2,143 commuters.

Data obtained through the RTI found that the force, which works in two shifts, needs at least 6,884 officers to perform their job efficiently. The figure is divided into 3,019 constables, 3,347 assistant inspectors, and 518 inspectors and sub-inspectors.

Activist Samir Zaveri, who has filed the RTI, said there is a security threat to passengers. “The load of passengers has increased, but the strength of the force is what it was 20 years ago. The crime is on the rise, and the current number is not enough for such a large number of passengers,” said Mr. Zaveri.

On an average, nine people die on tracks every day and hundreds of crime take place on railway premises, platforms, and even inside trains.

However, the strength of the GRP in Mumbai division is 3,500. “All of them are not present on a given day as some call in sick while many are on leave for various reasons. Besides, there are officers deputed to office and for investigation of criminal cases,” said Mr. Zaveri.

The RTI query found that the recommended strength of inspectors is 52, while the present number is 40. Similarly, the required figure of sub-inspectors is 138 against the present 99. This apart, there are 420 posts of police constables lying vacant.

Jai Jeet Singh, Additional Director General of Police, GRP, said, “This is a projection. However, manpower requirement is dynamic and will be reduced substantially with the use of cutting edge technology.”

Subhash Gupta, president, Rail Yatri Sangh, said, “This is high time that the railway authorities thought seriously about filling the vacant posts.”

The Hindu spoke to a senior GRP officer, who confirmed the RTI, and said, “We have been facing the staff crunch for years. We have written to the authorities for filling the vacant posts, but nothing has been done. It is difficult to tackle hundreds of crimes every day.”

Periodical training modules to be implemented
The South Central Railway has announced that it will be eliminating all the unmanned level crossings by September next year (2018) by taking up construction of Limited Height Subways (LHS) / Road Over Bridges (ROBs) / manning of gates and so on, according to the General Manager Vinod Kumar Yadav on Monday.

Directing all the divisional managers to conduct safety drills and track maintenance works meticulously, he said they should identify areas of immediate attention.

Periodical training module implementation should be done for understanding and mitigating the difficulties faced while carrying out the work.

In order to clear extra rush of passengers, 56 special trains will run between Visakhapatnam – Secunderabad, Visakhapatnam – Tirupati, Kacheguda – Kakinada Port and Kacheguda - Krishnarajapuram in October and November.

Train No. 02520 Guwahati-Secunderabad Special Train will depart Guwahati at 6:20 hrs on September 14 (Thursday) and arrive Secunderabad at 4:00 hrs on Saturday. It will stop at Kamakhya, Rangiya Jn, New Bongaigoan, New Coachbehar, New Jalpaiguri, Kishanganj, Barsoi, Malda Town, New Farakka Jn, Rampurhat, Bolpur Shantiniketan, Howrah, Kharagpur, Balasore, Bhadrakh, Jajpur K Road, Cuttack, Bhubaneswar, Khurda Road, Balugan, Berhampur, Palasa, Srikakulam Road, Vizianagaram, Visakhapatnam, Rajahmundry and Vijayawada.

Cancelled

Due to low patronage, Train no. 07183 Santragachi - Secunderabad special train leaving Santragachi at 2:30 hrs on September 12 has been cancelled, an official spokesperson said.

Eighty-eight policemen suffered injuries in the encounters between March 20 and September 14, according to the figures. They show that ten of the alleged criminals were killed in just 48 days leading up to September 14.

The Uttar Pradesh Police conducted 420 encounters with alleged criminals, killing 15, in less than six months since the Yogi Adityanath government came to power, according to official statistics released Friday. Figures released by the Director General of Police headquarters show that a sub-inspector, Jai Prakash Singh, died in one of these encounters with a gang of alleged dacoits in Chitrakoot.

Eighty-eight policemen suffered injuries in the encounters between March 20 and September 14, according to the figures. They show that ten of the alleged criminals were killed in just 48 days leading up to September 14.

While IG (Law and Order), Hari Ram Sharma, said that these encounters were part of police’s efforts to “control crime”, questions are being raised over a series of tweets by Rahul Srivastav, public relations officer at the DGP headquarters.

On September 2, a day after wanted criminal Sunil Sharma succumbed to injuries sustained in an encounter on the outskirts of Lucknow, Srivastav posted: “#uppolice encounter express halts in the capital… miles to go…” The tweet was accompanied by a news clipping of the encounter.

On September 12, Srivastav posted: “No count is final. It’s 5 now. A 12,000 rewardee criminal Raju succumbed to bullet injuries in Shamli, another got injured in Muzaffarnagar.”

When contacted, Srivastav declined comment and referred queries to IG Sharma, who is the spokesperson for the DGP’s office.

Sharma said police also arrested 1,106 persons in these encounters in which 84 accused were injured. The officer said that the National Security Act has been invoked against 54 accused while the properties of 69 gangsters were attached under the UP Gangster and Anti-Social Activities (Prevention) Act.

“Criminals do not surrender to police without any resistance. Policemen need to fire in retaliation,” he said.

Dismissing suggestions that police were portraying these encounters as normal, Sharma said, “Police is accountable to the executive, judiciary, media and people. Every encounter is probed through a magisterial inquiry. The National Human Rights Commission has been informed about the deaths.”

ADG (Law and Order) Anand Kumar said, “We have adopted an aggressive and proactive approach towards criminals who are creating fear in society. We are identifying these wanted criminals to arrest them.”

Asked about the encounters, Kumar said, “They happen and are not planned. When police work proactively, there are chances that such encounters will happen.”

The BJP government, which took charge on March 19, had faced criticism for its inability to control crime, especially in the initial days of its rule. In June, in an interview telecast on India TV, Adityanath warned: “Agar apradh karenge toh thok diye jayenge (If they commit crimes, they will be hit).”
