PM lays foundation stone for 3 highway projects at Sonepat


The Prime Minister, Shri Narendra Modi, today laid the foundation stone for three highway projects at Sonepat in Haryana.

Addressing a public meeting, the Prime Minister said that it is not money that builds roads, but it is roads which generate money.

The Prime Minister said infrastructure projects such as roads and power are the first pre-requisite of development. He added that once infrastructure is in place, development and quality of life improves. Shri Narendra Modi said these highways would give pace to Haryana's growth.

The Prime Minister said the Union Government is working towards removing bottlenecks and simplifying procedures to speed up implementation of infrastructure projects. He mentioned the PRAGATI interactions with various Ministries and States that he chairs every month, to resolve issues in pending projects.

The Prime Minister reiterated his vision of connecting 18000 unconnected villages with power supply within 1000 days, and ensuring 24x7 power supply to all parts of the country by 2022.

PM lays foundation stone of three National Highway projects in Sonipat


Prime Minister Shri Narendra Modi laid the foundation stone of three national highway projects at Rajiv Gandhi Education City in Kundli-Sonipat in Haryana today. The projects include the Eastern Peripheral Highway, Western Peripheral Highway and 8 laning of the National Highway between Mukarba in Delhi and Sonipat in Haryana. Speaking on the occasion the Prime Minister underscored the importance of infrastructure, especially roads in economic development. He gave the example of South Korea where construction of a highway through the country had given a huge impetus to development The Prime Minister further said that the proposed and ongoing highway projects including Bharatmala and Setubharatam would bring about an economic revolution in the country.

Speaking on the occasion Shri Nitin Gadkari, Minister of Road Transport & Highways said that the Prime Minister has accorded topmost priority to the development of highways. This was especially crucial because growing congestion on roads with limited width was a big reason for the large number of accidents ..He said that the three highway projects will reduce traffic jam and pollution in Delhi by 50 percent and will also benefit the states of Haryana and Uttar Pradesh. Shri Gadkari further said that these highways were being built with all modern amenities and proper placement of underpasses and bridges. The Minister also announced that the work on Delhi-Meerut Highway will start this month.

The three highway projects, having a combined length of 341 Km and costing a total of Rupees 10,166 crore, will run through the states of Haryana, Uttar Pradesh and Delhi. . Of these the Eastern Peripheral Expressway will be 135 km long and cost Rs 5763 crore. The 136 Km long Western Peripheral Expressway will cost Rupees 2274 Crore and the 8 laning of 70 km long highway section from Mukarba Chowk in Delhi to Panipat will cost Rupees 2129 crore.

NHAI Awards Contract for 4-laning of Phagwara – Rupnagar section in the State of Punjab

The National Highways Authority of India (NHAI) has issued Letter of Award (LOA) for development of national highway section in the state of Punjab under phase IV of National Highways Development Projects (NHDP).

The details of project are as follows:

The 81 km long Phagwara - Rupnagar section passes through Banga Town and proposed Nawashahir bypass and terminates at Rupnagar. This will be the shortest route for movement between Amritsar and ‘The City Beautiful’, Chandigarh, two most important cities of Punjab and also tourist hub for Sikh pilgrimage. The project will help in expediting the improvement of infrastructure in Punjab and in reducing the time and cost of travel.


The project will have 4 structures (Grade separator/flyover), 1 major bridge, 22 minor bridges, one Vehicular Underpass and one Pedestrian Underpass. The project would be executed on Hybrid Annuity mode and scheduled time of completion of project is 30 months from the date of commencement.

NHAI Awards Contract for 4-Laning of Takoli - Kullu Section in Himachal Pradesh

The National Highways Authority of India (NHAI) has issued Letter of Award (LOA) for development of Takoli-Kullu section of National Highway 21 in Himachal Pradesh under phase IV - B of National Highways Development Projects (NHDP).


The details of the project is as follows:

The NH-21 traverses through Chandigarh, Punjab, Himachal Pradesh and further connects Leh in Jammu and Kashmir. It is an important link between Chandigarh and Manali, which is a very famous tourist spot in Himachal Pradesh. Widening of the Takoli – Kullu section would achieve smooth and safe traffic flow, substantial economic gain in terms of reduced Vehicle Operating Cost (VOC) and reduced travel time.


The project will have 2 Major Bridges, 5 Minor Bridges, 2 Vehicular Underpasses, one Vehicular Overpass and adequate road safety features. The project would be executed on EPC mode and scheduled time of completion of the project is 30 months from the date of commencement.

A ring road of 105 km connecting Mahadevpur, Kataram, Mahamuttaram and Palimela mandals will be completed by 2017-end, said District Collector A. Murali.

Reviewing the progress of works, he wanted the R&B officials and contractors to ensure speedy completion of high-level bridges on the road connecting Palimela mandal. The bridge coming up at Ambatpalli and Pankena should be expedited.

He said that Palimela mandal was not connected with the rest of the district. To ensure connectivity and movement of people, the road and bridge works should be completed at the earliest.

A total of four bridges were proposed on the road with an estimate of Rs. 5.25 crore.

The high-level bridge with an estimate of Rs. 2.55 crore connecting Palimela mandal has begun while the rest of the low-level bridges would begin soon.

“All the remote corners of the district should have connectivity and there should be no village or habitation left out,” he told the officials.

National Highway projects worth Rs. 6067.9 crores and totalling 476.386 km were cleared by the Standing Finance Committee on 15.11.16. These projects are in the states of Manipur, Nagaland, Arunachal Pradesh, Maharashtra, Goa, West Bengal, Uttarakhand and Uttar Pradesh. The details are as follows:

Total Road Length in India Increased at 4.2% CAGR


The total road length of the India has increased at a Compound Annual Growth Rate (CAGR) of 4.2% up to 2015 from 1951. As on 31st March 2015, India’s road density at 1.66 kms/sq.km of area was higher than that of Japan (0.91 km/ sq km), USA (0.67 km/ sq km), China (0.46 km/ sq. km), Brazil (0.18 km/sq.km) and Russian Federation (0.08 km/ sq km).


The Ministry of Road Transport & Highways is primarily responsible for development and maintenance of National Highways (NHs). The total length of NHs at present is about 1,03,613 km. Further, about 47,890 km length of State roads have been approved In-Principle as new NHs subject to outcome of their Detailed Project Reports (DPRs). The existing NHs comprise of about 1.9 % of total road network, but carry about 40% of total road traffic. The total number of registered vehicles in the country increased from about 17.6 crore as on 31.03.2013 to about 21 crore as on 31.03.2015. During the years 2013-14, 2014-15 and 2015-16, about 4,260 km, 4,410 km and 6,061 km length of NHs have been developed respectively.


The latest issue of Basic Road Statistics of India (2013-14 and 2014-15) published by the Transport Research Wing (TRW) of the Ministry in September, 2016 include details such as the length of various categories of roads, their percentage share in total road length, etc. The report contains information upto 31st March, 2015.

Steps Taken to Resolve Issues of Stalled National Highway Projects


A total of 235 National Highway projects have been assigned to private companies on Build-Operate-Transfer (BOT) (Toll) and BOT (Annuity) modes. The Government is making all out efforts at all levels to resolve issues of stalled National Highway projects, including assisting the developers in coming out of financial crunch.


A few projects have been delayed due to various reasons including land acquisition, utility shifting, delay in obtaining statutory clearances, litigations and financial problems of the concessionaires. To get such stalled Highways projects out of crunch, Government has permitted one time fund infusion to revive and physically complete languishing National Highway projects under Public-Private Partnership (PPP) mode and also allowed Rationalised Compensation to concessionaires, in case delays are not attributable to them, to increase fund flow into the highway sector.

Various steps have also been taken by the Government/National Highways Authority of India (NHAI) to remove the hurdles affecting the construction of National Highway projects which include streamlining of land acquisition and regulatory clearances, close coordination with other ministries, revamped Disputes Resolution Mechanism etc. NHAI has also decided not to award projects till all major pre-construction approvals are in-place for the project in order to avoid post bid delays and litigations.

Information Technology Enabled Surveillance Systems Across National Highways

The Ministry of Road Transport and Highways (MoRTH) has considered an initiative of operationalising Information Technology (IT) enabled surveillance systems across National Highways (NHs) to facilitate highway users. This is critical for facilitating enhanced road safety and reduction in number of road accident deaths, effective enforcement of law and order on the NHs and monitoring of traffic patterns for future planning. To take forward the above initiative, cooperation of state governments is required

Improvement of 1500 Old Bridges planned under Setu Bhartam Scheme

The government has established Indian Bridge Management System (IBMS) for inventorization and condition survey of all bridges on National Highways. Under Setu Bhartam Scheme, improvement of approximately 1500 bridges have been planned for construction, reconstruction or strengthening, as required.

Several step taken to Expedite Land Acquisition for National Highways

In order to expedite land acquisition as required for projects of road and highway construction, expansion and upgradation, the Ministry of Road Transport and Highways has close co-ordination and liaison with the State Governments. Several steps have been taken to address issues that lead to delay in land acquisition, and various directions have been issued, which are as under : -


(i) Determination of the amount of compensation in consonance with the relevant provisions contained in the Right to Fair Compensation and Transparency in Land Acquisition in Rehabilitation and Resettlement Act, 2013 with effect from 01.01.2015;

(ii) Providing the necessary technical and organisational support to the revenue authorities in the State Government;

(iii) Appointment of additional officers as Competent Authority for Land Acquisition and Arbitrator for expediting acquisition;

(iv) Procurement of land as per respective State Government policies and including the administrative charges and other charges payable by the land acquiring department as per the concerned State Government’s policy in the Land Acquisition estimates for National Highway (NH) Projects;

(v) Procurement of land through consent where missing plots are left out from the bulk acquisition and/or additional land is required due to alteration of alignment at implementation stage;


Further, periodical meetings are held in this Ministry with the State Government authorities to review the progress of land acquisition for NH projects.

Sanitation and Drinking Water Facilities on National Highways

The Ministry is operating 389 toll plazas out of which about 265 toll plazas have the facility of toilets and drinking water for use of public. Further, a large no. of Hotels, Restaurants, Dhabas etc. have been developed by private sectors along NHs where the facility of toilets and drinking water is available for use of road commuters.

The Ministry is in the process of formulating a policy on Wayside Amenities across the length of National Highways wherein amongst other amenities, toilets and drinking water facilities will be provided. Further, the Ministry is in the process of providing toilets and litter bins at all Toll Plazas in the current FY 2016-17 as part of the Swachh Bharat Mission.

Collection of Toll by Foreign Funds

The Government has approved monetization of public funded, operational National Highway (NH) projects that are generating toll revenue for at least two years after start of operations through the Toll Operate Transfer (ToT) Model. Projects under ToT model shall be awarded through International Competitive bidding in which foreign funds can also participate, subject to the bidder satisfying the eligibility criteria required in the bid. As of now, 75 operational NH projects have been identified for monetization under the ToT Model. The aggregate length of these projects is around 4,500 km and their annual toll collection is around Rs 2,700 crores. The proceeds from such monetization will go to the Consolidated Fund of India, and are to be ring-fenced for utilization by National Highways Authority of India.

Use of Alternate Material for Construction of National Highway

The Ministry of Road Transport and highways encourages the use of alternative materials like waste plastic, rubber/polymer modified bitumen for National Highways construction, Municipal Solid Waste (MSW), fly ash and blast furnace slag etc. It is default mode to use waste plastic modified bitumen in periodical renewals on National Highways within 50 km periphery of urban areas having population more than five lakhs. Polymer/rubber modified bitumen is used for surfacing on National Highways subject to its availability and performance.

Solid waste is planned to be used on Delhi-Meerut Expressway after due processing and necessary clearances. Preliminary study was carried by the National Highways Authority of India (NHAI) through Central Road Research Institute (CRRI) at Ghazipur Dump Yard, East Delhi. The report submitted by CRRI found that suitable material from MSW can be processed for its use in construction of embankment..

Maintenance of National Highways

The total length of National Highways roads in the country as on October 2016-17 is 1,03,613 km. Total 201 number of proposals amounting to Rs 1351.16 Cr have been received for repairing of National Highways in the country in the current financial year 2016-17.



Details of fund received & expenditure made on maintenance of National Highways by National Highways Authority of India (NHAI) during last three years is as under:

Repair & maintenance is carried out by Operation & Maintenance contractors/BOT concessionaires. In stretches under implementation, the maintenance is carried out by the contractor/concessionaire as part of their obligations in the contract. Stretches entrusted to NHAI but where work is yet to start are maintained either directly by NHAI or through state PWD. Where concessionaire fails to repair roads as per concession agreement, NHAI undertakes repairing work at risk and cost of the concessionaire. The performance of the agencies are monitored as per provisions in the Contract Agreement.
