Present National Highways Comprises About 1.9 % of Total Road Network And Carries Around 40% of Total Road Traffic

The Development and maintenance of NHs is a continuous process. The works on NHs are, accordingly, taken up from time to time as per available resources, inter-se priority and traffic density. The Ministry is primarily responsible for development and maintenance of National Highways (NHs). As per the latest issue of the Basic Road Statistics of India (2013-14 and 2014-15) published by the Transport Research Wing (TRW) of the Ministry in September, 2016, during 2005 to 2015, the Compound Annual Growth Rate (CAGR) for NHs and the total Road network in India were about 4.1% and 3.7% respectively; the registered motor vehicles grew at a CAGR of 9.9% during the same period. The existing NHs comprise of about 1.9 % of total road network of about 54.72 lakh km length and carry about 40% of total road traffic.


Keeping in view the requirements to enhance Road Safety, reduce congestions, improve road connectivity and conditions, the Ministry has taken decision to augment the NHs Network of existing 1,03,613 km. About 47,890 km length of State Roads have been approved “In-Principle” for their declaration as new NHs subject to outcome of their Detailed Project Reports (DPRs) and initiatives have been taken for their DPR preparations. Further, the Ministry has reduced threshold traffic for 4-laning of NHs from 15000, 11000, and 8000 Passenger Car Units (PCUs) per day to 10000, 8500 and 6000 PCUs/day for Plain, Rolling, and Mountainous and Steep Terrains respectively.

Road works in Hyderabad-Karnataka Region

Eight National Highways road works amounting to Rs. 2140 crore and covering a length of 438 km are in progress in the Hyderabad-Karnataka region. Out of a length of 438 km, construction has been completed for a length of 144 km. These works are slated for completion between Nov 2016 to Aug 2018.

Construction of National Highways in Telangana and Andhra Pradesh

Annual Plan for development of National Highways amounting to Rs. 2749.50 crore in the State of Telangana and Rs. 3817.00 crore in the State of Andhra Pradesh have been approved for the year 2016-17. Two works covering 106 km in Telangana and five works covering 202.58 km in Andhra Pradesh are mandated for development under NHDP Phase-IV. Three projects covering length of 260 km in Andhra Pradesh are also targeted for award by National Highway Authority of India.

In addition, one work in Telangana of length 99 km with total capital cost of Rs. 1905.23 crore and two works of length 102 km with total capital cost of Rs. 2135.30 crore in Andhra Pradesh have been awarded by National Highways Authority of India (NHAI) recently.

Funds for Development of Roads in Jharkhand, Telangana and Andhra Pradesh

The details of allocation and expenditure during 2016-17 for development and expansion of roads in the state of Jharkhand, Telangana and Andhra Pradesh

Expenditure of Rs 150 cr. in Jharkhand, Rs. 152 cr. in Telangana and Rs. 378 cr. in Andhra Pradesh have also been incurred on the ongoing NH projects by National Highway Authority of India.

Grant to State Road Transport Corporations

The Government has approved a scheme for skill development of drivers and mechanical staff in road transport sector and workmen in the highways construction sector. Under the Scheme a grant of Rs. 1cr. is payable to every training centre for skilling of drivers. Till date 16 such proposals have been approved for training centres in Andhra Pradesh, Karnataka and Uttar Pradesh. The skilling of drivers would help in reducing accidents.

Cabinet approves Road Connectivity Project for Left Wing Extremism Affected Areas


The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved a Centrally Sponsored Scheme namely "Road Connectivity Project for Left Wing Extremism (LWE) Affected Areas" to improve the rural road connectivity in the worst LWE affected districts from security angle.


The project will be implemented as a vertical under Pradhan Mantri Gram Sadak Yojana (PMGSY) to provide connectivity with necessary culverts and cross-drainage structures in 44 worst affected LWE districts and adjoining districts, critical from security and communication point of view. The roads will be operable throughout the year irrespective of all weather conditions.


Under the project, construction/upgradation of 5,411.81 km road and 126 bridges/Cross Drainage works will be taken up at an estimated cost of Rs.11,724.53 crore in the above district. The fund sharing pattern of LWE road project will be same as that of PMGSY i.e. in the ratio of 60:40 between the Centre and States for all States except for eight North Eastern and three Himalayan States (Jammu & Kashmir, Himachal Pradesh & Uttarakhand) for which it is 90:10. Ministry of Finance will have to allocate to Ministry of Rural Development Rs.7,034.72 crore for this project during the period of implementation 2016-17 to 2019-20.


Ministry of Rural Development will be the sponsoring Ministry as well as the implementing Ministry of this project. The likely duration of implementation of the project is four years from 2016-17 to 2019-20.


The "Road Connectivity Project for LWE Affected Areas" is envisaged in LWE States including the 35 worst affected LWE districts which account for 90% of total LWE violence in the country and 9 adjoining districts critical from security angle as per the inputs and lists of roads / districts provided by the Ministry of Home Affairs. The roads taken up under the scheme would include Other District Roads (ODRs), Village Roads (VRs) and upgradation of the existing Major District Roads (MDRs) that are critical from the security point of view. Bridges up to a span of 100 meters, critical from security angle would also be funded on these roads.


The PMGSY guideline does not permit construction/upgradation of MDRs. However, keeping special circumstances of LWE areas in view, MDRs would be taken up under the scheme as a special dispensation. The National Highways and the State Highways would be excluded from this project. The roads to be constructed under the scheme have been identified by the Ministry of Home Affairs in close consultation with the State Governments and the security agencies, by following a process of extensive consultation.



Background:

Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched on 25th December, 2000 as a Centrally Sponsored Scheme with the objective to provide all-weather road connectivity to all eligible unconnected habitations in rural areas of the country. The programme envisages connecting all eligible unconnected habitations with a population of 500 persons and above (as per 2001 Census) in plain areas and 250 persons and above (as per 2001 Census) in Special Category States namely Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu & Kashmir and Uttarakhand, Tribal (Schedule-V) areas, the Desert Areas (as identified in Desert Development Programme) and in Select Tribal and Backward Districts (as identified by the Ministry of Home Affairs/Planning Commission). For most intensive Integrated Action Plan (IAP) blocks as identified by Ministry of Home Affairs the unconnected habitations with population of100 and above (as per 2001 Census) are eligible to be covered under PMGSY.

Progress of National Highways in Odisha Reviewed



The Ministry of Road Transport & Highways today reviewed the work progress of the National Highways in Odisha. In a meeting with the Odisha Government’s representative, the state of the existing highways totalling 4,847 kms was reviewed. Besides the review of above stretch, Highways totalling 1,789 kms for which DPR is under preparation, and also includes Bharatmala component of 500 kms, was also reviewed and the status of its implementation was discussed.

The Ministry has also reviewed and discussed the various proposals received from public representatives to declare 2,506 kms of stretches of State Roads as National Highways and it was decided to forward the proposal details for this to the Government of Odisha.

Char Dham Highway Project

The Government has decided to upgrade highway connectivity to two lane with paved shoulders to Chardham through old National Highways no. 58, 94, 108 & 109 from Rishikesh to Kedarnath, Badrinath, Gangotri & Yamunotri and Tanakpur -Pithoragarh section of National Highways no. 125 at an estimated cost of about Rs. 11700 Crore including the cost of land acquisition and pre-construction activities targeted for completion by 2020. This also has provision for landslide mitigation at Kaliasaur ,Sonprayag, Maithana, Govindghat, Birahi,etc alongwith paved shoulders and other road safety measures, which will provide all weather road connectivity for pilgrims and for movement of defence forces.

Cabinet approves six laning of Handia-Varanasi section of NH-2 in Uttar Pradesh

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for development of the six laning of Handia-Varanasi section of NH-2 in Uttar Pradesh.

This work will be under the National Highways Development Project (NHDP) Phase-V. The approval is in Hybrid Annuity Mode.

The cost is estimated to be Rs.2,147.33 crore including cost of land acquisition, resettlement and rehabilitation and other pre-construction activities. The total length of the road will be approximately 73 kms.

The project will lead tothe improvement of infrastructure in Uttar Pradesh and reduce the time and cost of travel for traffic, particularly heavy traffic, plying on this stretch.The development of this stretch will also help in uplifting the socio-economic condition of the concerned regions of the State and would also increase employment potential for local labourers for project activities. It has been estimated that a total number of 4,076 mandays are required for construction of one kilometre of highways. As such, employment potential of 3,00,000 (approx.) mandays will be generated locally during the construction period of the project.

The project is covered in the region of Handia and Varanasi.

Loan for 21 National Highways Projects

For taking up various National Highway projects, particularly involving connectivity with neighbouring countries, loan funds from Asian Development Bank (ADB), Japan International Cooperation Agency (JICA) and other multilateral agencies is also arranged as per standard borrowing terms of Government of India. Total 21 projects of about 2600 kms with estimated cost of US$ 5600 million have been posed for loan funding from ADB and 8 projects of about 1000 kms with an estimated cost of approx. US$ 2000 million have already been cleared by DEA for loan assistance from JICA for North-East connectivity projects.

Flyovers on Delhi-Jaipur Highway

The 6 laning of Delhi (Gurgaon)-Jaipur Expressway which inter alia includes flyovers has been awarded on BOT (Toll) mode. Out of 41 no. of flyovers, 38 have been completed and three flyovers (at Manesar, Paota & Shahpura) are scheduled to be completed by December 2017. The project is being executed on BOT (Toll) mode with funding by the Concessionaire through equity and debt.

Hybrid Annuity Model

The National Highway Authority of India has so far awarded 30 highways projects of total length 1821.54 kms and total cost Rs. 28162.13 crores. The Ministry of Water Resources, River Development & Ganga Rejuvenation has also adopted Hybrid Annuity Model for Namami Gange program. Tenders for three Sewage Treatment Plants under this program have been invited. As far as Railways is concerned, one contract for 3rd railway line has been planned under Public Participative Policy – normal Annuity Model in which response is good and finalization of contract is under process.

A survey will be conducted soon to help fine-tune a policy on development

Ask road users what improvements they would like on a priority basis and the answers are likely to be more road signs, parking spaces, rest rooms and safe pedestrian crossings. While these remain pressing requirements, there is often far more that can be done to improve commuters’ experience.

With a view to deepening the understanding of the needs of road users, a Road User Satisfaction survey to find out what else motorists want will be carried out soon by the Highways Department through the Tamil Nadu Road Sector Project (TNRSP), which recently called for tenders for a consultant for the survey.

There are a total of 62,000 km of roads under the control of the Highways Department. Nearly 4,500 km of them are with the National Highways Authority of India and 50,000 km of roads under various local bodies.

“Based on the length of roads in each district, the consultants will prepare a set of questions and interact with drivers of commercial vehicles and various associations. We ask users to compare the quality of roads, including the smoothness of road surface, traffic flow, noise and air pollution levels and safety aspects and get suggestions for improvements,” said a source in the Highways Department.

Widening of stretches

Presently, TNRSP-II is being implemented at an estimated cost of ₹1,800 crore. Around 400 km of roads are being widened. Roads of two-lane width would get upgraded with paved shoulders and curve corrections too would be taken up. Three stretches — the Tirunelveli-Tenkasi road; Oddanchatiram-Dharapuram road and the Gobichettipalayam road — are being upgraded under the public-private partnership mode. The survey is mandatory as part of the TNRSP and the last one was done in 2011, during which most users said that the National Highways were better when it came to quality of road surface and traffic flow. “Another survey would be carried out towards the end of the TNRSP II,” the source said.

Shri Gadkari Reviews NHAI Projects: Calls for fast Tracking of award and Construction

The Minister of Road Transport & Highways and Shipping, Shri Nitin Gadkari has emphasized on fast tracking the award and construction of National Highways projects. In a review of NHAI projects today, Shri Gadkari said that while a record 16,271 km of National Highways have been awarded and 8231 km constructed during the year 2016-17, work needs to be done at a much faster pace to award more projects and construct those that have been awarded. Shri Gadkari has also said that there will be an award for the best performing Project Director and Regional Officer.

Shri Gadkari has said that the Mumbai-Vadodara, Bangalore-Chennai and Delhi-Amritsar-Katra Expressways are to be sanctioned by June 2017. Tender for 33 wayside amenities is also to be floated by June 2017. Electronic Toll Collection will be made available on all lanes on all toll plazas by 31March, 2018.

Referring to the problem of land acquisition as one of the hurdles in implementation of projects, Shri Gadkari called for positive cooperation with the concerned state governments to tackle the issue. He also called for expeditious resolution of issues like forest clearances, appointment of independent engineers, change of scope etc.

The deployment of forces in the largely hilly and forested district of Sukma is peculiar. It is mostly done in a linear manner along two roads: The Sukma-Konta national highway and the Dornapal-Chintalnar-Jagargunda state highway. The absence of well-spread and networked police stations and security camps gives Maoists an advantage.

The availability of precise intelligence input is extremely important for any successful operation. In a hostile environment, the forces face a herculean task of keeping themselves alert all the time. In the absence of roads for transport and mobile connectivity, the flow of information often gets delayed and so security forces are unable to take timely action. Further, it is also difficult to verify such information and many a times the anti-Maoist operations are launched based on general inputs.

The scenario, however, has been changing steadily. The tardy speed of road construction has improved. With more delegation of power at the field level, local contractors have undertaken construction works, though in patches. When all other construction agencies failed, the task of road construction, along the most challenging routes (including the under-construction Dornapal-Chintagufa-Jagargunda highway) was taken up by the Chhattisgarh Police Housing Corporation. Both central and state police forces provide security for these works.

The mission of establishing 146 new mobile towers in the Maoist-hit areas has been accomplished. More are coming up. With more villages connected to the communication network, intelligence will improve. Besides, three All India Radio stations are coming up in the southern districts of Bastar; regional programmes could help revive tribal cultural ethos and change the hostile atmosphere.

We are also recruiting personnel for India Reserve battalions of Chhattisgarh from the Maoist-affected districts so that the problems related to local language, cultural gap and knowledge of terrain are minimised. The CRPF is also raising its Bastariya battalion to improve its local connect. Community policing programmes will also help in improving the security forces’ relations with the affected populace.

The next step is to use technology. For example, air surveillance of affected areas needs to be set-up at a battalion level. Plus we need more forces to reverse their mobile war. The central task of the Maoists still remaining the same i.e.; ‘to capture political power through protracted armed struggle with people’s support’, there is no other option than to implement the government’s two-pronged policy of ‘security with development’ in letter and spirit.

In an article in HT, former police officer Prakash Singh alleged that ‘the state police forces lean heavily on the shoulders of the central armed police forces’ and ‘are in a shambles’. This is not true: The state police forces have not only gradually increased their strength threefold since 2000 but have also occupied most of the forward camps. They have also taken on the challenge without parting away with their responsibilities. The state’s ownership is total and complete.

Work on NH 66 bypass stopped following residents’ stir demanding more compensation for land

With the Engineering Procurement Construction (EPC) contractor stopping the work on the Kottukal-Karode corridor of the 43-km Kazhakuttam-Karode NH 66 bypass in view of the stir by residents demanding more compensation for the land surrendered, the National Highways Authority of India (NHAI) has approached the government to resume work.

The work on the corridor passing through five villages — Kottukal, Kanjiramkulam, Thirupuram, Chenkal, and Karode — has been suspended by the EPC contractor, L&T Construction, for the past 10 days in view of the indefinite stir launched by the Kazhakuttam-Karode Bypass Action Council.

The NHAI has given letters to the Chief Minister Pinarayi Vijayan, Minister for Public Works G. Sudhakaran, and District Collector S. Venkatesapathy seeking their intervention as they have to pay ₹20 lakh a day to the EPC contractor for not being able to execute the work, an NHAI official told The Hindu.

The NHAI fears that the loss of man-days owing to the stir will affect the scheduled commissioning of the 16.3-km bypass from Mukkola to Karode, the State’s first concrete road corridor, on February 6, 2018. As per the EPC contract, the site should be free of encumbrances.

Talks fail

The EPC contractor has also given letter to the NHAI citing the stoppage of the work in the five villages and about the idling of the men and the machinery mobilised by them. The move by the NHAI comes in the wake of the failure of the talks convened by the District Collector on Friday and the decision of the action council to step up the stir for more compensation.

Project officials said 67 hectares of the 70 hectares of private land needed for the Reach II from Mukkola was acquired under the NH Act, 1966. “We have provided ₹462 crore to the State and the Deputy Collector (LA) had disbursed ₹445 crore to those who had surrendered land. Three hectares have to be further acquired on the stretch,” the NHAI official said, hinting of no further enhancement of compensation.

Council chairman V. Sudhakaran said the five villages should be treated as one village and for each set of plots falling under a category, same price should be given as compensation.

The council is also demanding 30% solatium as given for the Karamana-Kaliyikkavila NH 66; 14% interest for delay; and rehabilitation for those who lost jobs and rendered homeless.

Mr. Sudhakaran said the Deputy Collector (LA) had informed that there were anomalies in awarding the compensation. “We have decided to continue with the stir and intensify it as she was not ready to give it in writing.”

New Bridge Constructed in Record Time of 165 Days on Savitri River

An old Masonry Arch Bridge on Savitri and Kal river near Mahad in Maharashtra having width of 5.90 m and length of 184 m constructed in 1928 collapsed due to heavy unprecedented rainfall on the night of 2nd August , 2016. The Minister for Road Transport and Highways and Shipping, Shri Nitin Gadkari immediately announced to construct new bridge at this location within 6 months. As announced by the Shri Gadkari, the project has been speedily rebuild on a record time of 165 days before the onset of monsoon rain with a total Cost of Rs.35.77 Cr.

The Minister for Road Transport and Highways and Shipping, Shri Nitin Gadkari and Chief Minister of Maharashtra will inaugurate the newly constructed Savitri Bridge and throw it open for the public on 05th June, 2017. The New Bridge is 16 meter wide and 239m long with lighting arrangement, footpath, flood alarm system, anti-corrosive steel, Road safety measures and painted with carbonation paint.

The work on the construction of bridge started on war footing. The Survey, design and detailed estimate was prepared by the State PWD in-house within 3 weeks and submitted to MoRTH, New Delhi on 20th August, 2016. The Ministry of RT&H sanctioned the estimate on 2nd September, 2016 and on the same day tenders were called by NH wing of State PWD. The lowest tender was accepted and agreement was signed on 1st December, 2016. The appointed date for the project was issued on 15th December, 2016.

The Government also approved four-laning of the Mumbai – Goa road was under NHDP-IV scheme. The Panvel-Mahad-Panjim National Highway No. 66 is major importance highway which connects Mumbai to Goa State and in addition southern states of the country and one of the busiest National highways of India having traffic about 19000 PCU. Several weak bridges are also proposed for re-construction with new 4/6 lane bridges. At present, Contract for 4-laning of 352.57 km out of total 366.17 km has already been awarded and work is likely to start soon.

Dr. Babasaheb Ambedkar was from the town of Ambavade (Mandangad taluka) in Ratnagiri district of Maharashtra. The Ministry of Road Transport and Highways decided to offer honor to Dr. Babasaheb Ambedkar’s native place by connecting to Mumbai – Goa highway which is lifeline of Konkan region and principally declared Ambadave-Pachral-Mandangad-Rajewadi (junction of NH-66) as National Highway. The total of the proposed carriageway is 59.667 Km and the total cost of the project is Rs 412.02 Cr.

The Ministry of Road Transport and Highways principally declared the main connecting link to the famous and historical Raigad Fort is from Mahad Junction starting from Mahad (Junction at Km 123/400 on NH-66) to Raigad Fort upto Citta Darwaja, Junction on SH-97 near Pachad to Tomb of Jijaumata and Hirkaniwadi as National Highway. The Connector having length of about 26 kms needs to be developed to two lanes with paved shoulder. The total length of the project is 25.609 Kms and the total cost of project is Rs 247.13 Crore.

Highways Constructed Under ‘DBFOT’ Model in Karnataka

Total Sixteen number of National Highway Projects have been awarded on Design, Build, Finance, Operate and Transfer (DBFOT) model in Karnataka.

Thirteen number of National Highway Projects have been completed having aggregate length of about 840 km and Total Project Cost of about Rs. 6600 crore.

Four Laning of Rampur –Kathgodam Section of NH-87

The National Highway No. 87 (Old) extends from Rampur in Uttar Pradesh to Jeolikot in Uttarakhand and further through NH 87E up to Karanprayag via Ranikhet. The Rampur - Kathgodam section of this highway is under implementation for 4-laning by NHAI.

The Detailed Project Report (DPR) for the development of the said stretch from existing single or intermediate lane to 2-lane with or without paved shoulder has been undertaken.

In principle approval to convert 51,300 km of state roads to NHs

The Ministry of Road Transport and Highways has approved “In-Principle” declaration of about 51,300 km length of state roads as new National Highways subject to the outcome of their Detailed Project Reports (DPRs). The declaration of state roads as new National Highways is done from time to time depending upon the requirement of connectivity, inter-se-priority and availability of funds.

The State roads are declared as new NHs on the basis of well established principles. The criteria for this include roads running through length, breadth of the country, connecting adjacent countries, national capital with state capitals, mutually the state capitals, major ports, non-major ports, large industrial centers or tourist centers, roads meeting very important strategic requirement in hilly and isolated area, arterial roads which enable sizeable reduction in travel distance and achieve substantial economic growth thereby, roads which help opening up large tracts of backward area and hilly regions (other than strategically important ones), achieving a National Highways grid of 100 km, etc.

The total length of NHs in the country as on 31st March, 2014 was about 91,287 km. This has been enhanced to about 1,15,435 km at present. Further, the Ministry has also taken up detailed review of NHs network with a view to develop road connectivity to border areas, development of coastal roads including road connectivity for non-major ports, improvement in the efficiency of National Corridors, development of Economic Corridors, Inter Corridors and Feeder Routes along with integration with Sagarmala, etc., under the proposed Bharatmala Pariyojana. During its meeting on 16th June, 2017 the Public Investment Board (PIB) has recommended the proposal for Phase-I of Bharatmala Pariyojana for consideration of Cabinet Committee on Economic Affairs (CCEA) for investment approval.

Trauma Care Facility on National Highways

The Ministry of Health & Family Welfare runs a scheme under which financial assistance is provided to the state government for Trauma Care facilities in the government hospitals located on National Highways. During the 11th Five Year Plan, 116 Trauma Care Facilities were funded with 100% central funding along the Golden Quadrilateral Highways Corridor as well as the North -South and East - West Corridor. During 12th Five Year Plan, 81 hospitals have been identified on National Highways for providing the facilities of Trauma Care.

Since April 2015, the financial assistance is shared between Central and State Government in the ratio of 60:40 onwards; the ratio of sharing for North Eastern states and hilly states of Himachal Pradesh, Uttrakhand and Jammu & Kashmir is 90:10; for UTs there is 100% central funding.

The Ministry of Road Transport and Highway has set an ambitious target of 15000 km for construction of national highways during the year 2017-18. In order to ensure timely completion of the projects, regular meetings are held with project developers, state governments and contractors. Regular review meetings are held in Head Quarter by Ministry with Regional Officers, concessionaires and contractors to make the construction of projects hassle free. To expedite completion of these projects various steps are taken which include streamlining of land acquisition & environment clearances, exit for equity investors, premium re-schedulement, close coordination with other Ministries, revamping of dispute resolution mechanism, frequent reviews at various levels etc.

ROBs under Setu Bharatam Scheme

The Ministry of Road Transport and Highways has identified 208 number of level crossings for construction of ROBs under Setu Bharatam through budgetary support. At present, an amount of Rs. 86.25 crore have been spent on implementation.




Feasibility study of 87 RoBs have been completed. The visual condition survey of bridges on National Highways has been undertaken under Indian Bridge Management System. 147 bridges have been found to be under rated, requiring detailed study.




IRC guidelines (IRC 112-2011) relating to design of bridges have been issued to make bridges durable in various exposure conditions. The Government has decided to have standard drawings on the basis of the above guidelines.
