Potential transport air crafts that can be produced in Pakistan under licence or as a Joint Venture

If Pakistan is to venture into making transport planes, which country should it partner with?

It is important to note that the military has an increasing need for transport aircraft to improve logistics or modified for surveillance, in-flight refueling tankers or anti ship/submarine role.
Other prospects are sales to local airlines and even export to some extent.
Which of these aircraft can best fit the bill:

(Ukrainian, may be built as joint venture due to poor status of Ukraine's economy. Basically Ukraine produces critical components such as engines while Pakistan produces majority of the air frame. Final assembly in either country. Basically profits and workload is split so Ukraine only has to focus on the critical components. Win Win situation for bot. Turkey can be third partner as they are already discussing similar deal with Ukraine.)

(Expensive design, Swedes don't wanna part with the design but since production lines are shut so there is a possibility of similar joint venture as the Ukrainian option. Will have to convince SAAB that there is demand in market or no chances)

(Chines options, MA700 is in development so possibility of joint venture there but China doesn't really need the joint venture so diplomacy needed. Y7 can be built under licence as it is older design.)

AN-70 is propfan not turboprop
AN-178 is only a possible Il-78 replacement
Saab 2000 is a civilian plane not for dedicated military transport
Turkey and Indonesia are working with Airbus

Your leadership lacks the vision and will to develop ANYTHING indigenously. The bastards who are ruling us (not just the civilians) have a contempt against the nation and a serious stake in buying stuff from abroad, not only for the kickbacks but also they get blessings and points from their masters which means secure post retirement / exile lifestyles.
So all the indigenous projects you see are because we had no alternatives. If F-16s were freely available, there would be no JF17, same goes for missiles and nukes. The same people who can develop Ra'ad, Babur, Babur SLCM, Nasr, etc can also make a transport aircraft as well especially if developed through a JV since there is no need to reinvent the wheel. Indonesia's RAI, China, Ukraine, Russia and even Sweden are great options. Rather according to some unconfirmed reports, Antonov has offered Pakistan to manufacture the airplanes in Pakistan on ToT basis but your lords declined it because that may undermine their interests.

Indeed your points are correct but AN-178 can be used for heavy transport due to turbofan engine. Prop fan or not, AN-70 is still a transport aircraft.

Pakistan has more demand for helos than planes and can piggy back while sharing R&D costs with turkey or with south Africa.
The thing about helicopter production is that if you have the capability to produce in-house transport helos attack helicopters can be developed from the same Tech thereby reducing cost . also Pakistan is need a large attack helicopter fleet to counter indias armoured columns.

There is nothing wrong in having both helicopter and transport plane project running at the sametime. My only concern will be about the funding for both projects.

We need to find a suitable platform that fits our budget and future requirements.

There are very good options, you can easily partner with Indonesia or Brazil. They have established bureaus for this work.
Imagine a trilateral partnership between South Africa, Pakistan and Ukraine for the An-70.

That is a possibility but our organisations tend to avoid partnering with Ukraine. Brazil is most natural candidate given Embraer work that is in flight; also geo-politix with EU has to be kept happy.

Y-9 would be a ideal purchase for Long term transport duties

The Y-9 is a nice medium Size Troop and Supply Carrier platform

CASA/IPTN CN-235 or C-295 is a good option if we can work with Spain and Indonesia.

C-295 is very close to Saudi/Ukraine project An-132 in size and weight.

Ukraine options: Antonov An-70 Transport / Cargo Aircraft and short-range medium transport aircraft, the Antonov An-178. Turkish Transport plane project is based on
Ukrainian An-178.
Chinese option Shaanxi Y-9x
