Cabinet approves trade Agreement between India and Ethiopia for strengthening and promoting trade and economic cooperation

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for the trade Agreement between India and Ethiopia for strengthening and promoting trade and economic co-operation. The trade Agreement was signed on 5th October, 2017 during the State visit of the President of India to Ethiopia from 4th to 6th October, 2017.

The trade Agreement will replace the existing trade Agreement signed in 1982. The trade Agreement will provide for all necessary measures to encourage trade, economic cooperation, investment and technical co-operation.

Col Rajyavardhan Rathore to attend World Youth Forum at Sharam El Shiekh, Egypt

The Minister of State (Independent Charge) Youth Affairs and Sports Col. Rajyavardhan Rathore has left to attend World Youth Forum, scheduled to be held at Sharam El Shiekh, Egypt. Col Rathore has been deputed on behalf of the Prime Minister Shri Narendra Modi to represent the country at the Forum.

The five-day forum will be inaugurated by the President of Egypt Mr Abdelfateh El Sisi tomorrow. The Summit segment is expected to be attended by the Heads of State/Government, Ministers of youth from 14 countries and Representatives of UN, Arab League and African Union. The Forum aims to provide a platform to the youth from all over the globe to engage with the key global policy makers.

The forum will cover role of youth in business and innovation, challenges and making of future leaders, gender equity and women empowerment among other things.

Col Rajyavardhan Rathore Meets Egyptian Sports Minister

The Minister of State (Independent Charge) for Youth Affairs and Sports, and Minister of State for Information & Broadcasting, Col Rajyavardhan Rathore met his Egyptian counterpart Mr Khaled Abd El Aziz on the sidelines of World Youth Forum at Sharam El Sheikh, Egypt today.

Col Rathore congratulated Mr Aziz for Egypt qualifying for football World Cup in Russia 2018. Mr Aziz on his part praised successful holding of FIFA U17 by India and expressed keen interest in Mission 11 Million (MXIM), football outreach program.

Recalling, recent dynamism in the ties between the two countries, Col Rathore said that the Prime Minister Shri Narendra Modi and President Sisi of Egypt have met four times and have taken the relationship to a new level. Mr Aziz praised Indian leadership for taking long term decisions in quick and decisive way. Col Rathore briefed him about the various initiatives by the Prime Minister on Financial inclusion, skilling the youth and the schemes like Start up India, Mudra and Make in India. “As two oldest civilizations, we need to forcefully implement the vision of our leaders for our youth. India is a nation of youngsters and we need to provide them an environment to realize their dreams”, said Col Rathore.

Mr Aziz offered their centre of excellence like the Olympic Centre for short term training programme for Indian sports teams. Col Rathore informed him about the decision of hiring Egyptian trainers and support staff for squash. Col Rathore also asked the Egyptian Minister to encourage local students to take up seats in Indian universities meant for foreign students. Col Rathore mentioned the upcoming Khelo India School Games in December. “We want to change the attitude towards sports among the Indians. We wish to make sports aspirational” said the Minister.

Col Rajyavardhan Rathore thanked the Egyptian government for promoting strong people to people connect. International Day of Yoga this year invited enthusiastic participation from the Egyptian public in the holy month of Ramzan.

Col Rajyavardhan Rathore is attending World Youth Forum on behalf of the Prime Minister Shri Narendra Modi. 52 countries are participating in the Forum. Four youngsters sponsored by the Department of Youth from India are also participating forming the part of strong Indian presence at the Forum. President Abdel-Fatteh Al Sisi will inaugurate the Forum later today.

PM Modi invites Egyptian president for India-Africa Forum Summit | Zee News


New Delhi: India has invited Egyptian President Abdel Fattah al-Sisi to visit India for the third India-Africa Forum Summit scheduled to be held here in October.

"Road Transport and Highways Minister Nitin Gadkari informed President Sisi that Prime Minister Modi was personally very keen to meet him and the third India-Africa Forum Summit would be an occasion not only for expanding regional cooperation but also for taking India-Egypt bilateral partnership to a new high," India's shipping ministry said in a statement here.

Gadkari, who is in Egypt to represent India at the inaugural ceremony of the New Suez Canal on Thursday, handed over Modi's invitation letter to the Egyptian President.

"President Sisi hoped that there would be further closer cooperation between the two countries in various areas and reiterated his commitment to further strengthening bilateral relations between the two friendly nations," the shipping ministry statement said.

Gadkari congratulated Sisi on the completion of the New Suez Canal and described it as a great achievement which would promote economic development of Egypt and the region. Sisi said he was very impressed by recent economic developments in India which could be a model for countries like Egypt.

Egypt began the trial runs of the New Suez canal late last month, ahead of the formal inauguration on Thursday. It will run part of the way along the existing canal that connects Red Sea to the Mediterranean.

On Wednesday, Gadkari called on his Egyptian counterpart to discuss ways to improve bilateral ties in the waterways and ports sectors.

"Gadkari called on the Egyptian transport minister Eng Hany Dahy here (Cairo). The two ministers agreed to enhance cooperation between India and Egypt in the area of inland waterways and port development. An MoU is scheduled to be signed in this regard," an official statement here said.

The Egyptian minister also expressed keen interest in India's ambitious plans for infrastructure development

"Both leaders exchanged ideas on innovative financing for PPP (public-private partnership) projects and use of new technology in areas of green transport, river transport and ports," the statement added.

India and Egypt have discussed ways to step up cooperation in the renewable energy sector with experts from both the countries sharing ideas to promote clean fuel in the light of its increasing demand worldwide, news agency PTI reported on Friday.

The Maulana Azad Centre for Indian Culture of the Embassy of India in Cairo on Thursday organised a roundtable ‘Renewable Energy: Lightening the path to future’ where experts from India and Egypt discussed, analysed and shared the Indian and Egyptian experiences in the sector.

India’s Ambassador to Egypt Sanjay Bhattacharyya said that the subject of renewable energy is particularly important in the light of increasing demand for clean energy worldwide especially when the traditional sources of energy affects the environment negatively.

Solar energy is becoming popular in several places in India including Rajasthan’s desert where the government gives six-month training to rural women to generate solar energy in far rural areas, he said. India is stepping up its cooperation and exchange of experience with Egypt by offering training courses and workshops to Egyptian experts, Bhattacharyya said.

“Egypt started to cooperate with the leading countries in the field of renewable energy by the early 1990s. Recently, a special programme of nutrition tariff for solar energy based projects was designed to fit the Egyptian market needs,” said Mohamed Khayat, Executive Chairman of New and Renewable Energy Authority in the Ministry of Electricity and Renewable Energy. “The renewable energy projects need flexible dynamic policies in order to succeed,” he said.

Renewable energy projects attract foreign investments and Egypt is also investing to save electricity consumption from the traditional sources, Khayat said, adding that the use of biomass energy is spreading in Egypt and there are chances of its expansion.

Former speaker of Ministry of Electricity Mohamed El Yamany said the Egyptian government succeeded in eliminating the power cuts though people are not saving electricity. The Ministry of Electricity is working in two directions which are raising the efficiency of power plants and enhancing the efficiency of power consumption, he said.

Ashish Khanna, the Program Leader for Sustainable Development (Egypt, Yemen and Djibouti), praised the Egyptian government’s efforts in expanding the renewable energy projects and urged Egyptians to install solar cells in their houses. Khanna said that renewable energy is the future of labour market for the Egyptian youth.

Union Agriculture and Farmers Welfare Minister, Shri Radha Mohan Singh said that India has noted with great interest the new initiatives of the Federal Government of Nigeria, particularly the Green Alternative initiative – a roadmap to make Nigeria self-sufficient in agriculture and a major exporter of agricultural products. The Minister said this today during his meeting with Nigerian Minister of Agriculture, H.E. Chief Audu Ogbeh.

The Minister said India was a food deficient country till the mid-1960s. But now we have produced more than sufficient for domestic consumption. India is now a major exporter of agricultural commodities. He said India will be only too happy to share its experience and expertise in any area of agriculture that Nigeria may identify.

Shri Singh said that India had announced in 2015 concessional loans of US $10 billion to African countries. He said that he was informed that more than 20 officials have participated in short-term capacity building programmes in agriculture-related areas. More recently Indian had increased training slots under Indian Technical and Economic Cooperation (ITEC) Programme from 200 to 310 annually to Nigeria, which also include short-term training programmes in agriculture and allied sectors. He urged the Nigerian Minister to take advantage of this concessional loan (Lines of Credits) and training programme for agriculture and allied sector.

The Minister further said it is a matter of some satisfaction that for the last few years, India has been the largest trading partner of Nigeria and Nigeria is India’s largest trading partner in Africa. There is tremendous potential for further expanding this volume. Nigeria may consider importing fresh grapes, pepper, wheat, maize, rice and cotton.

On the occasion, Shri Singh conveyed his deep appreciation to the Nigerian Agriculture Minister for encouraging Indian companies to explore the opportunities in Nigerian agriculture field both as investors as well as providers of agri-services, agricultural machinery and technological assistance. He also thanked Shri Audu Ogbeh for inaugurating the Business Event titled ‘India-Nigeria cooperation in Agriculture and Allied Sectors: Opportunities and Way Forward” organized by the Indian High Commission in Abuja last week on 5 December.

Shri Singh concluded that India and Nigeria enjoy warm and friendly relations, the two nations are large developing countries with multi-religious, multi-ethnic societies. We share values such as democracy, pluralist tolerant societies, respect for human rights and rule of law. India would be glad to contribute to Nigerian Government’s priorities in the field of agriculture and allied sectors.

India and Morocco sign MoU for enhanced cooperation in healthcare

JIPMER and Marrakech Mohamed VI University Hospital sign MoU for enhanced cooperation in Telemedicine

India and Morocco signed a Memorandum of Understanding (MoU) for enhanced cooperation in the health sector, here today. Shri J P Nadda, Union Minister of Health & Family Welfare and Dr. Abdelkader Amara, Ministry of Health, Kingdom of Morocco signed the MoU in the presence of senior officers from the Union Health Ministry and a high level delegation from Morocco.

Shri J P Nadda mentioned that both the countries share a strong and rich traditional relationship. He highlighted that India is producer of quality generic medicines and drugs that are exported to more than 200 countries and has a strong and robust public health system monitored through National Health Mission. He suggested that through this framework MOU between two countries, both the countries can work together in identified areas of cooperation as both countries have much to offer to each other in the field of health.

The main areas of cooperation include the following:

  • Non-communicable diseases, including child cardiovascular diseases and cancer;
  • Drug Regulation and Pharmaceutical quality control;
  • Communicable Diseases;
  • Maternal, child and neonatal health;
  • Hospital twinning for exchange of good practices and
  • Training in administration and management of health services and Hospitals
Another MoU was signed between Jawaharlal Institute of Post Graduate Medical Education and Research (JIPMER), Puducherry and Marrakech Mohamed VI University Hospital, Morocco in the presence of both the Ministers. Under this MoU both the Institutes agreed to collaborate in the field of telemedicine. The focus areas under this MoU will be Tele-Health Care, Health Education, technical support in controlling epidemics and support in rendering second opinion on various complicated cases.

India and Morocco sign agreements for cooperation in Water Resources, Road and Marine Sectors

A delegation of the Moroccan Government, led by Mr. Abdelkader Amara, its Minister for Equipment, Transport, Logistics and Water called on Shri Nitin Gadkari, Minister of Road Transport & Highways, Shipping and Water Resources, River Development and Ganga Rejuvenation in New Delhi today. The two sides discussed matters relating to India-Morocco bilateral cooperation in road transport, water resources and the marine sector. The two countries also signed and exchanged the following MoUs /Agreements

(i) MoU on cooperation in the field of Water Resources;

(ii) Agreement to establish cooperation between Indian Maritime University (IMU) and Higher Institute of Maritime Studies (ISEM) of Morocco;

(iii) Framework Agreement for Cooperation in Training between the National Ports Agency (NPA) of Morocco and the Indian Maritime University (IMU); and

(iv) Cooperation Framework Agreement between the Institute of Training in Engines and Road Maintenance of Morocco (IFEER) and Indian Academy of Highway Engineers (IAHE).

Speaking on the occasion Shri Gadkari said that he looked forward to utilizing the immense scope for cooperation between the two countries in the road transport, water resources and marine sectors.

New Delhi, Dec 19 (PTI) Telecom operator Bharti Airtel today said that it has signed an agreement with Millicom International Cellular S.A. to acquire 100 per cent stake in its Rwanda operation which operates under the brand name of Tigo Rwanda.

"Bharti Airtel Limited...has entered into a definitive agreement with Millicom International Cellular S.A. (Millicom) under which Airtel Rwanda Limited will acquire 100 per cent equity interest in Tigo Rwanda Limited," Bharti Airtel said in a statement.

Under this deal, Tigo's 370 million customers will join the network of Airtel Rwanda. The acquisition will make Airtel Rwanda the second largest operator in the country with revenues of over USD 80 million and a revenue market share of over 40 per cent, the statement said.

"The consideration for the transaction is based on approximately 6x EBITDA multiple, payable over two years. The agreement is subject to regulatory and statutory approvals," the statement said.

Airtel at present operates in 15 African countries apart from India and South Asia.

"Airtel and Tigo have already merged their operations to create a strong viable entity in Ghana. Today, it has taken yet another important step to acquire Tigo Rwanda to become a profitable and a strong challenger in a two-player market," Bharti Airtel Chairman, Sunil Bharti Mittal said.

In the past, Airtel acquired assets in Uganda (Warid) and Congo B (Warid), Kenya (yu Mobile) and consolidated operations in Ghana (Millicom).

"We are also committed to the long term viability of our operations in two other countries i.e. Kenya and Tanzania, to ensure that in 2018 all our 15 operations in Africa start contributing positive margins and cash flows towards a healthy and profitable Airtel Africa," Mittal said.

Airtel is one of the largest telecom service providers across the continent in terms of geographical reach and had close to 83 million customers at the end of quarter ended September 30, 2017, the statement said.

The Vice President of India and the Chairman, Rajya Sabha, Shri. M Venkaiah Naidu has said that terrorism and radicalization remain common challenges for India and Mali, and the whole world. He was interacting with a delegation lead by Mr. Abdrahamane Niang, the President of the High Court of Justice along with two other Members of Parliament of Mali, here today. The Deputy Chairman, Rajya Sabha, Dr. P.J. Kurien, the Secretary General, Rajya Sabha, Shri Desh Deepak Verma and other dignitaries were present on the occasion.

The Vice President said that India stands ready to extend Lines of Credit in projects of renewable energy sector in Mali adding that India has already extended Duty Free Tariff Preference Scheme to Mali and Indian importers are availing the benefits. India is committed to further strengthen its developmental cooperation partnership with Mali, he added.

The Vice President said that the World Heritage Site of Timbuktu with its repository of invaluable Islamic scriptures and manuscripts is a unique cultural asset for the entire world. He further said that India, shall keenly look forward to the early inauguration and opening of the Exhibition “Taj Mahal meets Timbuktu” in India.

The Vice President congratulated the Government of Mali on the establishment of G-5 Sahel Joint Force which will contribute to unity, peace, development and prosperity of Mali and the region.

In March, 2017 the Union Cabinet gave its approval for signing of a Memorandum of Understanding (MoU) between Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie and Namibia Institute of Public Administration and Management (NIPAM), Namibia in the field of capacity building of public officials of Namibia and other training activities for the benefit of both the institutes.

Cabinet approves India-Morocco Cooperation Agreement in Railway Sector

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval to the Cooperation Agreement betweenIndia and the Moroccan National Railways Office (ONCF) to develop long-term cooperation and partnership in different areas of railway sector. The Cooperation Agreement was signedon 14th December, 2017.

The Cooperation Agreement will enable technical cooperation in the following areas:-

a. Training and staff development;

b. Expert missions, exchange of experience and personnel; and

c. Mutual technical assistance, including exchanging of experts.



Background:



Ministry of Railways have signed MOUs for technical cooperation in the Rail sector with various foreign Governments and National Railways. The identified areas of cooperation include high-speed corridors, speed raising of existing routes, development of world class stations, heavy haul operations and modernization of rail infrastructure, etc. The cooperation is achieved through exchange of information on developments in areas of railways technology & operations, knowledge sharing, technical visits, training & seminars and workshops in areas of mutual interest.



The MoUs provide a platform for Indian Railways to interact and share the latest developments and knowledge in the railway sector. The MoUs facilitate exchange of technical experts, reports and technical documents, training and seminars/workshops focusing on specific technology areas and other interactions for knowledge sharing.
