PM Modi invites Egyptian president for India-Africa Forum Summit

Revised Double Taxation Avoidance Agreement (DTAA) between India and Kenya notified;

Revised DTAA to improve transparency in tax matters, help curb tax evasion and tax avoidance, remove double taxation and will stimulate the flow of investment, technology and services between both the countries.

The Double Taxation Avoidance Agreement (DTAA) between India and Kenya was signed and notified in 1985. Subsequently, the DTAA was renegotiated and a revised DTAA was signed between both countries on 11th July, 2016. The revised DTAA has been notified in the Official Gazette on 19th February, 2018.

Some of the key features of the revised DTAA are highlighted as under:

  1. In order to promote cross border flow of investments and technology, the revised DTAA provides for reduction in withholding tax rates from 15% to 10% on dividends, from 15% to 10% on interest, from 20% to 10% on royalties and from 17.5% to 10% on fees for management, professional and technical services.
  2. The revised DTAA provides for a new Article on Limitation of Benefits to allow treaty benefits to bonafide residents of both countries, to combat treaty abuse by third country residents and to allow application of domestic law to prevent tax avoidance or evasion.
  3. The Article on Exchange of Information has been updated to the latest international standard to provide for exchange of information, including banking information for tax purposes, to the widest possible extent.
  4. A new Article on Assistance in Collection of Taxes has also been provided in the revised treaty which will enable assistance in collection of tax revenue claims between both countries.

The revised DTAA will improve transparency in tax matters, help curb tax evasion and tax avoidance, remove double taxation and will stimulate the flow of investment, technology and services between India and Kenya.

Cabinet approves Opening of Missions in Africa to implement commitments of India-Africa Forum Summit (IAFS-III)

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approvedthe opening of 18 new Indian Missions in Africa over a four year period from 2018-2021.

The 18 new Indian Missions in Africa will be opened in Burkina Faso, Cameroon, Cape Verde, Chad, Republic of the Congo, Djibouti, Equatorial Guinea, Eritrea, Guinea, Guinea Bissau, Liberia, Mauritania, Rwanda, Sao Tome& Principe, Sierra Leone, Somalia, Swaziland and Togo over a four year period from 2018-2021 thereby increasing the number of Resident Indian Missions in Africa from 29 to 47.

The decision will enhance India's diplomatic outreach in the African continent and allow India to engage with Indian diaspora in African countries. Opening of new Missions is also a step towards implementing the vision of enhanced co-operation and engagement with Africa.

Cabinet apprised of an MoU between India and Guyana on cooperation in Renewable Energy

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has been apprised of the Memorandum of Understanding (MoU) on cooperation in Renewable Energy between India and Guyana. The MoU was signed on 30th January, 2018 in New Delhi by Shri R. K. Singh, Minister of State (IC) for Power and New and Renewable Energy (NRE) and H.E. Mr. Carl B. Greenidge, 2ndVice President and the Foreign Minister of the Co-operative, Guyana.

Both sides aim to establish the basis for a cooperative institutional relationship to encourage and promote technical bilateral cooperation on new and renewable energy issues on the basis of mutual benefit, equality and reciprocity. The MoU envisages establishing a Joint Working Committee to review, monitor and discuss matters relation to areas of cooperation. The MoU aims for exchange of expertise and networking of information.

The Memorandum of Understanding will help in strengthening bilateral cooperation between the two countries.

Vice President of Zimbabwe Calls on The President


His Excellency General (Retd) Dr Constantino Chiwenga, the Vice President of the Republic of Zimbabwe, called on President of India, Shri Ram Nath Kovind, at Rashtrapati Bhavan today (March 23, 2018).

Welcoming Dr Chiwenga to India, the President said that he was happy to receive him as a special envoy of the President of Zimbabwe. The President said that India and Zimbabwe enjoy warm and special ties. With the change in the regime in Zimbabwe, India desires to continue friendly relations and further intensify engagement.

The President said that India’s approach to its partnership with Africa is consultative and participatory. It is driven by the aim of empowerment, capacity building, human resource development, access to the Indian market and support for Indian investments in Africa.

The President said that India-Zimbabwe bilateral trade of US $ 170 million is way below potential. We need to work together to strengthen our trade and economic relations. He was happy to note the Government of Zimbabwe’s policy to make its economy investor-friendly. He said India is appreciative of Zimbabwe’s recent endeavours. It will be happy to be part of Zimbabwe’s effort to reengage with the international community.

India stands committed to support African Countries in their development efforts: Vice President

Interacts with the Vice Presidents of Zimbabwe, Uganda & Malawi .


The Vice President of India, Shri M. Venkaiah Naidu has said that India stands committed to support African Countries in their development efforts. He was interacting with the Vice President of Zimbabwe, General (Rtd) Dr. Constantino Chiwenga, the Vice President of Uganda, Mr. Edward Kiwanuka Ssekandi and the Vice President of Malawi, Dr. Saulos Klaus Chilima, who called on him separately, here today.

In a rare occurrence, the Vice President had one-to-one bilateral discussions with three African Vice Presidents.

While interacting with the Vice Presidents of Zimbabwe, Uganda and Malawi, the Vice President said that India will strive to deepen its levels of political, economic and technical engagement with African countries and is committed to assist them for economic growth and national development. He reminded that during the India-Africa Summit in 2015, the Indian Prime Minister has offered soft loans to African countries in the form of Lines of Credits, and these loans can be availed of in areas of infrastructure, power, roads, industrial parks, agriculture etc. Solar energy is one area where India is extending loans to several African countries and is ready to consider any request from them, he added.

The Vice President said that India’s relations in the field of defence and security have gained momentum and several countries have come forward to gain training and other defence related support. He further said that training and capacity building has been the focus of defence cooperation between these countries and Indian Military Training Teams have been actively engaged in the field of training.

The Vice President suggested that India’s expertise in agriculture can be fruitfully utilized to give a new innovative, dynamic impetus to agricultural development in many of the African countries.

Offers traditional Angavastrams and hosts lunch to the visiting African dignitaries

The Vice President of India, Shri M. Venkaiah Naidu has said that let us develop together on a foundation of mutual trust and respect. He was interacting with the Vice President of Zimbabwe, Gen. (Rtd.) Dr. Constantino Chiwenga, the Vice President of Uganda, Mr. Edward Kiwanuka Ssekandi, the Vice President of the Republic of Malawi, Dr. Saulos Klaus Chilima and the Secretary General for Burundi, Major General Ndayishimiye Evariste at a luncheon hosted at the Hyderabad House, here today. The Union Minister for External Affairs, Smt. Sushma Swaraj and other dignitaries were present on the occasion.

The Vice President offered traditional 'Angavastrams' to the visiting dignitaries and explained them about the rich cultural heritage of India in which guests are treated like ‘gods’ – Atithi Devo Bhava. He expressed his happiness at the growing friendship and bilateral ties between India and various African countries.

The visiting dignitaries thanked the Vice President for the warmth and hospitality and they invited the Indian Vice President to visit their countries.

Indian community living in Gambia plays a vital role in the economic progress and development: Union Agriculture Minister

The Union Minister of Agriculture and Farmers’ Welfare Shri Radha Mohan Singh met separately with Mr. Bai Lamin Jobe, Minister of Transport, Works and Infrastructure, Gambia and Mr. Henry Mussa, Minister of Trade, Industry and Tourism, Malawi. The Agriculture Minister said the Indian community living in Gambia plays a vital role in the economic progress and development of the nation and the Government of Gambia must utilize their capabilities so that trade and economic relations between the two countries can be furthered. Reiterating India’s commitment, Shri Singh said agriculture is an important sector to increase cooperation between the two countries and India is willing to provide technical assistance to Gambia.

The Agriculture Minister said Gambia imports onion, wheat, meslin flour, vegetable fats, oil, sugar etc. from other countries. He said India can export all these agricultural commodities. Meanwhile, he thanked the Government of Gambia for accepting India’s Duty Free Tariff Preference (DFTP) scheme and hoped Gambia will take advantage of this scheme by increasing its exports to India.

The Agriculture Minister also met Mr. Henry Mussa, Minister of Trade, Industry and Tourism, Malawi and expressed hope that this meeting will help increase mutual cooperation between the two countries.

No anomalies/steep rise in the prices of various fertilizers seen during the current/previous year: Shri Rao Inderjit Singh

No report of non-availability of fertilizers from any State/UT during the current year as availability of fertilizers adequate across the country

Minister of State for Planning (IC) and Chemicals & Fertilizers, Shri Rao Inderjit Singh, in a written reply to a question on anomalies being observed in the fertilizer prices in the country, in Lok Sabha today, informed that no anomalies/steep rise in the prices of various fertilizers has been seen during the current/previous year.

Shri Singh informed that in line with fall in international prices during the year 2016-17, the prices of P&K fertilizers had come down by Rs. 190/-, Rs. 250/- and Rs. 50/- per 50 Kg bag of DAP, MOP and Complex Fertilizers respectively during the year 2016-17.

In a written reply to a separate question in Lok Sabha today, the Minister informed that the prices of DAP, MOP and Complex fertilizers have decreased during 2017-18 as compared to 2016-17 by 4.06%, 7.05% and 1.77% respectively, while MRP of Urea is same for both the years.

Shri Singh further added that farmers are getting DAP, MOP and Complex fertilizers at reduced rates by 4.06%, 7.05% and 1.77% respectively while they are getting Urea at same rate during the 2017-18 as compared to 2016-17.

Further, in a written reply to a separate question in Lok Sabha today, Shri Singh informed that there is no report of non-availability of fertilizers from any of the States/UTs during the current year as the availability of fertilizers was adequate across the country.The details of requirement, availability and sales of fertilizers during the current year 2017-18 (upto 22.03.2018) are given in the table below:

Rs. 7000 crore Special Banking Arrangement approved to meet fertilizer subsidy arrears from September 2017 to February 2018: Shri Rao Inderjit Singh

Minister of State for Planning (IC) and Chemicals & Fertilizers, Shri Rao Inderjit Singh, in a written reply to a question on details of fertilizer subsidy arrears to be given to the fertilizer companies and corrective measures being taken by the Government, in Lok Sabha today, informed that the Department of Expenditure has conveyed its approval for the Special Banking Arrangement (SBA) upto Rs. 7000 crores from Nationalized Banks to meet fertilizer claims from September 2017 to February 2018.

The Minister said that the Government releases subsidy to the fertilizers companies on a regular basis subject to availability of budget. Whenever there was a shortage of funds, the Government tried to liquidate the pending subsidy by arranging loans under a Special Banking Arrangement (SBA). The delay in release of fertilizer subsidy is due to paucity of funds and non-receipt of Quality Certificate (Proforma B2) from State Governments, the Minister added.

Shri Singh informed that the Department of Expenditure has given approval of an SBA upto Rs. 7000 crores, subject to the following conditions:

  • Department of Fertilizers should use only minimum required amount making sure that amount raised is actually utilized during current Financial Year.
  • The rate of interest to be borne by Government of India shall be 6.84% per annum or the actual rate of borrowing by Fertilizer companies, whichever is lower.

Independent Verification of Swachh Bharat Gramin confirms 93% usage of toilets

The National Annual Rural Sanitation Survey (NARSS) 2017-18, conducted by an Independent Verification Agency (IVA) under the World Bank support project to the Swachh Bharat Mission Gramin (SBM-G), has found that 93.4% of the households in rural India who have access to a toilet use it. The NARSS also re-confirmed the Open Defecation Free (ODF) status of 95.6% of villages which were previously declared and verified as ODF by various districts/states. The survey was conducted between mid-November 2017 and mid-March 2018 and covered 92040 households in 6136 villages across States and UTs of India.

The key findings of NARSS 2017-18 are as follows:

  • 77% of households were found to have access to toilets during the survey period
  • 93.4% of the people who had access to toilets used them
  • 95.6% of villages which were previously declared and verified as ODF were confirmed to be ODF. The remaining 4.4% villages also had sanitation coverage of over 95%
  • 70% of the villages surveyed found to have minimal litter and minimal stagnant water

The IVA presented their findings to the Expert Working Group (EWG) constituted for oversight of NARSS, comprising representatives from organizations including the World Bank, UNICEF, Water Aid, Bill & Melinda Gates Foundation, India Sanitation Coalition, Sulabh International, Knowledge Links, NITI Aayog, Ministry of Statistics and Program Implementation. The EWG noted the satisfactory completion of the survey. Following this, the IVA submitted their provisional summary results report and raw data to the Ministry of Drinking Water and Sanitation, and the same have been uploaded and made publicly accessible on the Ministry of Drinking Water and Sanitation website (mdws.nic.in).

The survey used the PPS (Probability Proportion to Size) sampling methodology. Data was collected using the Computer Assisted Personal Interviewing (CAPI) platform. The survey also covered schools, anganwadis and public/community toilets in these villages.

Since its launch in October 2014, the SBM, the world’s largest sanitation program, has changed the behaviour of hundreds of millions of people with respect to toilet access and usage. 300 million people have stopped defecating in the open since the SBM began, down from 550 million at the beginning of the programme to about 200 million today. Over 6.5 crore toilets have been built across rural India under the Mission. Over 3.38 lakh villages and 338 districts have been declared ODF, along with 9 ODF States and 3 Union Territories, namely Sikkim, Himachal Pradesh, Kerala, Haryana, Uttarakhand, Gujarat, Arunachal Pradesh, Chhattisgarh, Meghalaya, Chandigarh, Daman & Diu and Dadra & Nagar Haveli.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the signing of the Memorandum of Understanding (MoU) between India and Zambia in the field of Judicial Cooperation.

During recent years, social, cultural and commercial relations between India and Zambia have developed in the positive direction. Signing of an agreement on cooperation in the field of justice will further enhance good relations between the two countries and add new dimensions in the field of judicial reforms.

Prime Minister Shri Narendra Modi addressed the Silver Jubilee Celebrations of the Shree Kutchi Leva Patel Samaj in Nairobi, Kenya via video conferencing, today.

In his address, the Prime Minister lauded the contribution of Kutchi Leva Patel Community in various welfare activities and the development of East Africa. He also recalled the role of members of Indian community in the Kenya’s freedom movement.

The Prime Minister appreciated the contribution of Kutchi samaj towards all round development especially their role in the reconstruction and rehabilitation after the earthquake in Kutch in 2001. He said, “Kutch which was once considered a deserted place, has been converted into a prime tourist destination”. The Prime Minister underlined his Government’s sustained efforts, when he was the Chief Minister of Gujarat, in bringing Narmada water to the far flung areas of the Kutch region.

The Prime Minister highlighted the double engine strength of the Centre and the State Government in carrying out the development activities in the region. “The region has received thousands of crore rupees of investment in last few years”, he said. He also informed the gathering about the proposed Ro-Ro service in Gujarat between Kutch and Jamnagar.

The Prime Minister emphasized that the engagement of India and African Countries has been on the rise. “ India Africa Summit and a meeting of African Development Bank were held in India, recently”, he said. He also mentioned that the President, Vice President, and himself as the Prime Minister of India have visited various African countries on more than 20 occasions, during the tenure of present Government.

During his address, the Prime Minister also invited persons in the gathering, especially who have not visited India, on the occasion of Kumbha Mela in January 2019 to experience the cultural and spiritual tradition of India.

Prime Minister Shri Narendra Modi congratulated the gathering on the occasion of the Silver Jubilee Celebrations of the Nairobi-West Complex of Shree Kutchi Leva Patel Samaj.

President Kovind in Equatorial Guinea; holds talks with President Obiang in first-ever visit to the country by a President of India; says India keen to enhance development cooperation with Equatorial Guinea

The President of India, Shri Ram Nath Kovind, reached Equatorial Guinea yesterday evening (April 7, 2018) on the first leg of his State Visit to three African nations –Equatorial Guinea, Swaziland and Zambia. This is the first ever visit of a Head of State from India to Equatorial Guinea. The President was received at the Malabo airport by Mr Teodoro Obiang Nguema Mbasogo, the President of Equatorial Guinea, along with his cabinet colleagues and other dignitaries.

The President formally commenced his engagements today (April 8, 2018) when he met his counterpart, President Obiang, at the Presidential Palace in Malabo. President Kovind was conferred with the Condecoracion, the highest honour accorded to a non-citizen by the government of Equatorial Guinea, and previously given to select Heads of State from friendly countries.

During the subsequent discussions, the President thanked President Obiang for his warmth and hospitality. He said President Obiang has played a key role in African affairs to promote stability in the continent, and India very much appreciates this. The President said that, under the leadership of President Obiang, Equatorial Guinea has seen rapid growth and progress. He congratulated President Obiang on Equatorial Guinea achieving the highest per capita GDP for any country in the African continent. He stated that India is ready to partner Equatorial Guinea which is diversifying its economy and reducing its dependence on oil and gas exports.

Subsequently, the President led delegation-level talks between the two sides. Speaking on the occasion, the President said that the two countries have enjoyed warm and cordial relations. India attaches the highest importance to its relationship with Equatorial Guinea. It is in that spirit that the government of India has decided to open an embassy in Equatorial Guinea. This will give a major boost to our relations.

The President said that the economies of our two countries are complementary. Equatorial Guinea is endowed with hydrocarbons and mineral resources, and India with human and financial capital and low-cost technical expertise. The full potential of our bilateral engagement is far from realised. India looks forward to partnering with Equatorial Guinea in facilitating government-to-government development cooperation as well as business-to-business contacts.

The President said that during the India-Africa Forum Summit of 2015, India had announced concessional lines of credit of US$ 10 billion over five years for African countries. He urged the government of Equatorial Guinea to avail of this facility. He said that India would be happy to assist in developing project proposals in various sectors of Equatorial Guinea’s economy.

The President also attended a luncheon banquet hosted in his honour by President Obiang. In his remarks at banquet, President Kovind said India and Equatorial Guinea have both emerged from the shadows of a colonial past and are committed to peace, prosperity and the well-being of our people. Today, India and Equatorial Guinea are engaged in the task of ensuring accelerated growth and distributing its benefits to all sections of our societies. In this regard, Equatorial Guinea’s National Horizon 2020 programme has a vital role to play.

The President said that India is keen to enhance its development cooperation partnership with Equatorial Guinea. It is in that spirit India has offered assistance to set up an Entrepreneurial Development Centre and an English Language Laboratory in Equatorial Guinea. It will also do its best to support Equatorial Guinea in agriculture, mining, health, telecommunications and Information Technology.

Later in the day, the President will address members of the Parliament of Equatorial Guinea. This evening he will also meet and address the Indian community in Malabo.

President of India addresses Parliament of Equatorial Guinea; promises India’s support to country’s developmental priorities; urges working together on ocean governance, terrorism (08.04.2018)

The President of India, Shri Ram Nath Kovind, addressed members of the Parliament of Equatorial Guinea yesterday evening (April 8, 2018).

Speaking on the occasion, the President said that all three of his state visits since taking over as President of India in July 2017 have been to Africa. This is acknowledgement of India’s close and abiding relationship with the African continent.

The President said that Equatorial Guinea and India have shared attributes and challenges. Equatorial Guinea represents one of Africa’s strongest economies. India is the world’s fastest-growing major economy. The aspiration for both of us is to take urgent and necessary steps to become developed countries, to bring the benefits of our economic growth to all sections of our societies, and to create an environment for young people to realise their potential. In this India is ready to support Equatorial Guinea as per its developmental priorities, and as per a process shaped and led by it.

The President said that as Equatorial Guinea seeks to diversify its economy from the oil and gas sector, it will find India a credible partner. We can work together to build capacities in agriculture and mining, in fisheries and public health, in food processing and telecom and IT. Geologists from India can assist Equatorial Guinea’s technical specialists in surveying and mapping natural resources. Indian agricultural technologists can help analyse the composition of soil on a particular farm or in a particular region. Such knowledge can enable farmers to identify the right nutrients for the soil – and improve productivity.

The President said that the Equatorial Guinea-India partnership is for both our countries, but it is also a partnership for the world. As sea-faring societies, we are equally conscious of the safety and security of our oceans – and of the continued need for a transparent and rules-based order of maritime governance. The Atlantic and Indian Oceans are sisters. Their oceanic systems are interlinked – and so are their security challenges and, often, the threats of humanitarian disasters.

These challenges, President Kovind said, have to be met with concerted efforts. Our countries must collaborate more on maritime security. We must work together to ensure that the seas spread harmony, create friendships and promote trade and commerce. In defence as much as in disaster planning and preparedness, India would be glad to cooperate still more with Equatorial Guinea, and offer its technical and other capacities.

The President congratulated Equatorial Guinea for having been elected to the United Nations Security Council for a two-year term that began in January this year. He said that India wishes to work with Equatorial Guinea to make the UN more effective, more equitable, and more reflective of today’s realities. He was confident that Equatorial Guinea will play an active role in highlighting issues related to Africa and to developing countries in general – as well as challenges that are of a global nature.

The President said that the menace of terrorism is a sad reality of our times. Terrorism is a global challenge, but it is being dealt with piecemeal. A comprehensive global strategy needs to be established. In this regard, India seeks Equatorial Guinea’s support for early adoption of the Comprehensive Convention on International Terrorism at the UN.

Later, the President met and addressed the Indian community in Malabo at a community reception hosted by Shri Sushil Kumar Singhal, Ambassador of India to Equatorial Guinea.

Addressing the gathering, the President said that every member of the Indian community was critical to strengthening relations between India and Equatorial Guinea. There is only one diplomatic ambassador appointed by the Government of India, but all members of the Indian community in this country are cultural ambassadors of India. He urged the community to help enhance business and cultural links between the two countries.

  1. I am extremely privileged to have the opportunity to address this House. This is myfirst visit to Equatorial Guinea. All three of my state visits since taking over as President of India in July 2017 have been to Africa. This is acknowledgement of India’s close and abiding relationship with your continent. And as it happens, Equatorial Guinea is the furthest west that I have travelled from India since becoming President of my country.
  1. Not far from here, in the Gulf of Guinea, is the point where zero degree latitude meets zero degree longitude, where the Equator and the Prime Meridian intersect. In a sense this is the centre of the world. And this is where nature has located you – close to the geographical pivot of our world, of our sense of space and time, and our notion of direction and navigation. These are the very qualities we look to in Equatorial Guinea as it rises as a force for stability in this region. Both the location and, much more than that, the warm welcome I have received have made this visit truly special. Thank you.
  1. I am especially happy to be here in the year in which you celebrate the 50th anniversary of your independence from colonialism. We in India can appreciate your sentiments. Only a few months ago, in August 2017, India celebrated the 70thanniversary of its Independence from imperial rule. It was an unforgettable and emotional moment for us. And an occasion to look back at the challenges and struggles that previous generations faced to bring us freedom.
  1. I am sure such memories and such experiences are still fresh in the minds of all of you, and of the people of Equatorial Guinea. And I am sure they inspire you to strive harder to secure and build on that hard-won freedom, to fulfil the dreams of all your citizens. Towards that endeavour, I come with the greetings, friendship and commitment of the 1.3 billion people of India. The waters of the oceans have united our civilisations. Diplomacy is catching up. I am happy to announce that very soon India will be opening its embassy in Equatorial Guinea, in fact in this city.


Honourable Members

  1. Our histories are similar; our recent exchanges too have been purposeful. I was honoured to host His Excellency, the President of Equatorial Guinea during his visit to India in March 2018 for the inaugural summit of the International Solar Alliance. We were seated next to each other at the banquet and had a very meaningful conversation. Your President’s dedication to thecause of clean energyis impressive and infectious. Sustainable development is only possible through judicious use of our planet’s finite resources. This requires combating climate change for not only ourselves but for future generations. Due to its oceanic location, Equatorial Guinea understands this better than many others.
  1. I am particularly heartened that Equatorial Guinea has shown such commitment to renewable energy and to addressing climate change. This is despite your country being a significant producerand exporter of crude oil. You have placed a long-term global vision above short-term gains. This is evidence that Equatorial Guinea has the enlightenment and the strategic generosity of a leader nation – a leader nation for Africa and beyond.
  1. In this context, I congratulate your country for having been elected to the United Nations Security Council for a two-year term that began in January this year. We wish to work with you to make the UN more effective, more equitable, and more reflective of today’s realities. We are confident that you will play an active role in highlighting issues related to Africa and to developing countries in general – as well as challenges that are of a global nature.

  1. We have strong bilateral trade in energy. Equatorial Guinea is an important and trusted source of natural gas for India. On its part, India has robust and established capacities in refining of crude oil and manufacture of petroleum products. We would like to share this knowledge and this learning with you, as you develop and build refineries in your country. It is crucial that Equatorial Guinea and local communities here gain from the value addition to natural resources that are found in your country.
  1. As you seek to diversify your economy, you will find India a credible partner. We can work together to build capacities in agriculture and mining, in fisheries and public health, in food processing and telecom and IT. Geologists from India can assist your technical specialists in surveying and mapping natural resources. Our agricultural technologists can help analyse the composition of soil on a particular farm or in a particular region. Such knowledge can enable farmers to identify the right nutrients for the soil – and improve productivity. This will give farming families and communities higherincomes.
  1. Equatorial Guinea has been blessed with fertile land and natural resources. But your greatest assets are your people. Enhancing and sustaining the prosperity and well-being of your beautiful country requires enhancing the capacities of ordinary citizens, especially young people. Thousands of African students study in Indian universities. They come as students but they graduate as friends and ambassadors of India in their home countries. We would like more and more students from Equatorial Guinea to access our institutions of higher learning.
  1. India is also happy to cooperate in vocational training, skill development and incubation of entrepreneurship, especially in small and medium enterprises. As we have found in India, the SME sector can be a big job creator and an effective mechanism to distribute prosperity. In other areas too, such as building English-language centres, there is much that India can unhesitatingly contribute.

As a member of the Security Council, Equatorial Guinea has a responsibility here.
  1. India stands with you as you work towards fulfilling that responsibility – and as you march towards your national developmental goals. On behalf of the people and government of India, as well as in my personal capacity, I once again assure the people and government of Equatorial Guinea of our enduring partnership.

India-Equatorial guinea joint statement during state visit of President of India, Shri Ram Nath Kovind to Equatorial Guinea (April 8, 2018)

1. At the invitation of His Excellency, Mr. Teodoro Obiang Nguema Mbasogo, the President of the Republic of Equatorial Guinea, H.E. Shri Ram Nath Kovind, President of the Republic of India paid a State visit to Equatorial Guinea from April 7-9, 2018.


2. This was the first ever visit of a Head of State from India to Equatorial Guinea. The President of India is accompanied by his spouse Smt. Savita Kovind and a high level delegation comprising Minister of State, Shri Mansukh L Mandaviya, MPs and senior government officials.


3. H.E. Mr. Teodoro Obiang Nguema Mbasogo, the President of the Republic of Equatorial Guinea received President Shri Ram Nath Kovind on his arrival at Malabo Airport. A ceremonial welcome was accorded at the airport and also at the Presidential Palace in Malabo.


4. President Kovind held bilateral discussions with President Obiang on April 8, 2018, and thereafter an extended meeting along with members of the two delegations. A State banquet was hosted by President Obiang in honour of President Kovind.


5. President Kovind addressed the Parliament of Equatorial Guinea and attended a reception with the Indian expatriate community.


6. The discussions between the two sides were held in a warm and cordial atmosphere. President Kovind congratulated President Obiang on the election of Equatorial Guinea for the first time as a non-Permanent Member of United Nations Security Council for the 2018-19 term.


7. Both sides acknowledged the longstanding excellent bilateral relations and reaffirmed their mutual desire to strengthen economic, commercial, technical, educational, agricultural, scientific and cultural cooperation between the two countries. The Government of Equatorial Guinea appreciated the support being extended by the Government of India in capacity building.


8. Both leaders shared the view that terrorism is a grave threat to mankind and global peace and security. They expressed their willingness to join hands with the international community in eradication of the menace of terrorism from society. They agreed on the need to take strong measures against terrorist organizations, terrorists and their networks. President Obiang conveyed the support of Equatorial Guinea for early adoption of Comprehensive Convention on International Terrorism (CCIT) proposed by India at the United Nations.


9. The leaders call for an urgent need for reforms of the UN Security Council to make it more representative and reflective on the geo-political realities in the 21st Century.


10. Both countries agreed to work closely to intensify their cooperation in the United Nations and other multilateral fora in order to address the challenges being faced by mankind including climate change and to foster global peace, security and sustainable development.


11. The two leaders underscored the need to hold regular consultations on bilateral issues in order to further deepen cooperation between the two countries.

12. Both Presidents agreed that there was great potential in expansion of bilateral trade relations and emphasized on the importance of higher Indian participation in Equatorial Guinea in a range of sectors including agriculture, mining and IT.

13. The two leaders welcomed the signing of agreements/MoUs on Cooperation in the field of Health and Medicine, Cooperation in the field of Medicinal Plants, Cooperation in the field of Traditional Systems of Medicine, Cooperation in the fields of Geology and Mineral Resources; and on Cooperation in Information and Communication Technology.

14. President of Equatorial Guinea thanked the President of India for his announcements of setting up of an Entrepreneurship Development and Vocational Training Centre and an English Language Training Laboratory in Equatorial Guinea.

15. Both sides expressed satisfaction at the intensification of bilateral relations, as agreed upon during the first bilateral Joint Commission Meeting in October 2017 in Delhi.

16. Both sides welcomed the visits of delegations from India in April/May 2018 in the sectors of agriculture, mining and telecom to Equatorial Guinea, and expressed hope that this would pave the way for enhancing Indian participation in Equatorial Guinea's economy, which would help in realizing the objectives of Horizon 2020 programme.

17. Both sides agreed to encourage regular exchange visits at Ministerial level to further intensify bilateral relations.

18. President Kovind thanked President Obiang for the warm hospitality extended to him and the delegation during the State visit and extended an invitation to him to visit India.

President of India concludes visit to Equatorial Guinea with commitment to developmental partnership; to become first Indian President to travel to Swaziland on second leg of his Africa visit

The President of India, Shri Ram Nath Kovind, today (April 9, 2018) concluded his visit to Equatorial Guinea and left for Swaziland for the second leg of his visit to three African nations –Equatorial Guinea, Swaziland and Zambia. The visit, the first by a President of India to Equatorial Guinea, saw the signing of three MoUs yesterday – in the fields of AYUSH and traditional medicine; medicinal plants; and an action plan for Information and Communication Technology.

The President also issued a media statement before his departure. In his statement, the President said that it was an honour for him to pay the first ever state visit from India to Equatorial Guinea. In his discussions with the President of Equatorial Guinea, they reviewed the spectrum of bilateral relations and discussed regional and global issues of mutual interest. Both sides agreed that they should expand the India-Equatorial Guinea partnership to accelerate growth and development for the people of the two countries.

Later in the day, the President will reach Swaziland in what is also the first-ever visit to that country by a President of India.
