India dismisses any actions taken by Pakistan against terrorism as insincere or "cosmetic". Yet, Modi is willing to meet IK now? So does he concede that Pakistan has sopped supporting terrorism, or is he willing to engage with Pakistan even though they continue to support terrorism?

The problem with Modi's stated policy that he will not engage with Pakistan until they stop supporting terrorism is that he has hemmed himself into a corner. The day he decides to meet the Pakistani leadership (and that day will come), he will implicitly accept that Pakistan does not support terrorism.

As for his policy of isolating Pakistan, well, that is just for domestic consumption. Because of mainstream media, the people will believe anything. He knows well, that there is precious little he can do to isolate Pakistan, diplomatically, economically, militarily, or socially.
