Jammu and Kashmir is the only Indian state permitted to fly its own state flag though Jammu and Kashmir has a separate constitution. This is due to the state's special status under the Indian Constitution.
The flag is based on that of the Jammu and Kashmir National Conference, a political party of J&K. Hari Singh, the earlier Dogra ruler from Jammu advocated the accession of the former Princely State of Jammu and Kashmir into the Indian Union.

The moment GOI decide to abolish Article 370 , you can see both their flag and constitution being thrown out .
