I dont think all facebook follows this law. You can use it outside India. But those will not be visible in India

Free Kashmir/ Independent Kashmir may be against Indian law, but not against Pakistani Law.. So if someone is residing in Pakistan, he could very well use this phrase as much as he/ she wants..

its not that simple..they ban Pakistanis under such law!
