Though they share similar problems that you and we share, it is unlikely that they'd go for direct Russian weaponry. What's more; we are not authorized to re-sell without Russia's consent as we are manufacturing MKIs under license and honor the agreement of not violating IPR on such a big and significant platform (contrary to China). To sell anyone the MKI variant, we will need Russia's consent and a re-selling license. The MKI was specifically designed for Indian needs meaning that Philippines's requirements would be different. What's more, they'll need to ask Russians directly for that weapon platform.
