Philippines allows visa-free entry for Indians
Bureau of Immigration Commissioner Ricardo David Jr said he had issued a memorandum permitting Indians to enter the country without a visa provided they hold valid visa from a European Union-member country or six other countries. The immigrations chief identified these countries as the US, Canada, Japan, Australia, Singapore, and UK.
I think similar rule is applied in many countries. I mean for example Turkey has similar policy for many asian countries where if you have 'Schengen' Visa, American, Canadian or visa for Switzerland visa you can enter Turkey without any visa required whereas if you do not have a visa for above countries... You will need to obtain visa to enter Turkey.
It is just a normal thing for many countries
