I think Volume 10 has evidence regarding further corruption unearthed during the investigation - evidence that has nothing directly to do with current case, hence it needs to be kept confidential for now. One thing I am 100% sure is that judgement would be 3-0 (or 5-0) against NS insha'Allah.
