Money whitening: Nawaz unveils amnesty plan for industrialists
Govt links exemption from probe to job creation.

ISLAMABAD:
Prime Minister Nawaz Sharif offered industrialists a rare chance to whiten their black money on Thursday, saying his government would not ask their source of income on a minimum of Rs10 million investment.
Pakistan Muslim League-Nawaz (PML-N) had vehemently opposed a similar amnesty scheme when the previous Pakistan Peoples Party (PPP) government offered it.
It was the third amnesty scheme that the PML-N offered to its traditional voters since the party first came into power.

Another news outlet recalls the failure of previous amnesty schemes by this government, offered in the name of improving the economy:
January 2016 began with a government New Year gift for tax evaders on payment of ludicrous one percent tax on their black money, and ended with a December present to enterprising citizens who ‘absent-mindedly’ forget to mention real estate holdings in annual tax returns, again with a minimal penalty.
Both schemes still failed to come up to rather buoyant expectations, and the latter was recently overhauled after the property business nearly collapsed.
In fact, a hat-trick of amnesty schemes since 2013, when the ruling PML-N swept into power, has yielded little of note, and wary investors are too savvy to take any chances with a government that froze Foreign Currency Accounts in 1998, after first encouraging their growth and holding out assurances of their secure status.
But it seems no lessons have been leant from past failures, as yet another one-time amnesty scheme to provide legal cover to Pakistanis’ off-shore and other foreign wealth...

It appears that PMLN government is hyphenated by money whitening schemes that benefit those who accumulated black money and ill gotten wealth.
If this is not Patronage from the top in the name of "one time" but all the time, then what else?
Instead of broadening the extremely narrow tax base, the government lost over 131000 active taxpayers as only 1.261 million people and companies filed their annual income tax returns.
A 10 percent reduction in the tax base during the fifth year of PML-N government while they have kept at launching money laundering amnesty schemes @volatile
The schemes benefit the crooks with no increase in the tax payers net but actually reduction meaning nothing has changed towards the betterment of economic condition of the country.
Why have they launched yet another one time black money amnesty scheme now when FATF crackdown on money launderers looms???
