HQ-9 has theater ballistic missile ( upto ~3000 km) defense capability and an add on HQ-19/h-q26/29 has full ballistic missile defense plus Anti satellite capability

the newer missile HQ 19/26 has been test in Last few years but still not displayed in public

basically last two are Thaad equivalent

I think Pak is gonna keep increasing the radar coverage(slowly but surely as they have been doing) at various levels(short range, medium range, long range), which is a significantly important capability to have on its own...
...then icing on the cake is gonna be bringing in long range air defense SAM systems(at some point)...along with already existing short and medium range ones...all working together(hopefully) providing one integrated and potent layered air defense capability. Just my personal wishful thinking...I hope it happens one day.

HQ-19 if has similar specifications like Thaad would take care of most ballistic threats that India can come up with. Two stage missile with a kinetic vehicle would have a high speed sufficient for bm interception

Another emerging threat however is hypersonic cruise missiles. The targets would be around mach8 range like Zircon. Thaad is high altitude and kinetic vehicle may not have same maneuvrability to hit this type of target flying around 25km altitude. There should be another endoatmospheric interceptor sam system to complement this.

When I looked at Buk M3 it says the max engagement target velocity is about mach 8.8. The missile has a speed about mach 4.6 and it can engage targets at those lower altitudes. There can be improvements like a much smaller warhead with shaped charge to reduce the weight of the missile if kinetic kill that eliminates the warhead weight completely is not possible. Also it is controlled aerodynamically by fins. The missile was mainly designed against high and continiously maneuvering targets like airplanes but it can be modified for anti hcm role which requires high g but not continious maneuvering since cm with hypersonic speed cant fix its course back within time and will miss the target. It would have a quasi ballistic trajectory with not much maneuvering around.
Fin size can be reduced and thrust vector control can be added. That would reduce aero-friction further increasing the speed of the missile. It can engage mach8-9 targets like hypersonic cms better if developed further in my opinion.

I agree that an S400 derivative for example can engage the hypersonic threats at altitudes about 25km from much longer ranges than a buk missile can. That would ofcourse be a better option.
But also new variants of Buk M3 can also hit hypersonic targets. Why I mentioned Buk M3 and how to improve it was for indigeneous capability and reduced costs. Pakistan can copy and improve the design for anti hypersonic role like for example adding tv control instead of fins to make it faster and come up with a working solution within a shorter time instead of copying the S400 which would take a much longer time being itself the top tier weapon of Russia until S500 enters service.
