First of all Wikipedia is not a factual source, secondly your own quote claims that this is all the claim made by India and not a definitive fact. His refusal to submit himself to Indian authorities does not make him guilty.

If India has evidence that he is guilty without a doubt then why is it that they still have not provided evidence to prove it?

I was not aware of this, still the UN designation is unrelated to India and is more to do with alleged links to Al-Queda. This is a list that anyone can apparently petition themeselves to be removed from so its not definitive proof of anything.

More importantly its still not evidence or rebuttal to any of my questions.

He is a civilian and has no "back-channels" to communicate through, the only way that India would accept cooperation would be if he surrendered himself.

If tomorrow Pakistan claimed you were involved in a terrorist attack, would you willingly give yourself up?

The fact is that he cant be a terrorist, there is little evidence to support him being one, and his alleged role in Mumbai attack has too many holes to make for a decisive conviction.
