First of all Wikipedia is not a factual source, secondly your own quote claims that this is all the claim made by India and not a definitive fact. His refusal to submit himself to Indian authorities does not make him guilty.

You accuse Hafiz Saeed of being a terrorist - based on what? Accusations from India, a country we've been to war with 5 times. Despite the clear animosity they bear towards us our courts have investigated all available evidence, they have requested evidence from others like India and the USA who have made accusations against this man. In all cases he's been cleared.

Why should I have a negative view of a man repeatedly cleared by the courts in our country? Are all the judges terrorist sympathisers too?
