No country apart from America, Russia and China operate the Strategic Bombers, mainly because of size and depth of these countries apart from the fact they are the true super powers. Albeit, at one time, it was rumoured that PAF has acquired some TU-16s from China but never materialised since such large aircraft doesn't fit into PAF's combat doctrine. Because of it's small size, it always tends to go for multi-role platforms.
india operating 4 of these since 2001..
