There are dozens of charities operating in Pakistan. If think most of these are providin life saving necessities to the rural heartlands. These charities have built entire villages, hospitals, schools, etc. If the government made efforts to provide these facilities there would be no need for foreign charities to operate in Pak.

Dude?? Do you even have idea of these corrupt NGOs and Charitable organisations? I live in Pakistan and know these entities very well. I agree they will have brick and mortar office, some permanent staff to show off. But providing life saving necessities to the rural heartlands: here is where you go wrong. These organisation take money from foreign benefactors in the name of charity and digest all of it themselves or use it destruct the expected beneficiaries. In fact, I would these are the most lethal enemies of Pakistan: either they depict Pakistan like beggars, or the support terrorist, or the use this money ignite violence and hatred. The existence of these charitable organisation is complete insult of poor and industrious people who earn their bread and butter by whole days work and other think they are living on their charity.

any ministry when intervenes into something related to national security, it is always a team work which includes the monitoring, investigation, proper collection of material so why should one single person be responsible?

Because the way it is now no employee is so exposed that he could lose his career by public scrutiny. When you can't finger the person, there's no public accountability.
