The J-5/6/7 were all license-built aircraft. So were the J-11A (not the J-11B), under the conditions that Beijing would not export any of these airframes. However, SAC took a drastically different turn and instead developed it own fighter using the fuselage of the Flanker line. Since the J-11B still uses a Flanker-derived fuselage, exporting it would damage relations with Moscow, something that Bejing hopes to avoid.
And as exemplified in the earlier post, the sale of the J-5/J-6/J-7 imply that Russia had allowed the sale of these jets, meaning that although there is a lack of concrete evidence that they did, the sales themselves certainly speak for themselves given the context of the situation at that time.

As a matter of fact I think KJ2000 is not ideal, even China will never exports this AWACS. The chassis that Il-76 is contracted by Russia. Even China is in scarcity of this middle platform. More over, Pakistan need not this turbo jet AWACS because the sovereignty scale is not colossal. Air surveillance can be perfectly done by ZDK-03I disagree, J10 is a very good aircraft.

PD should good for J10 as they are very good option to replace the old dying fleet of Mirage. Since Pakistan will not get anything from US & thanks to Indian influence KJ2000 is a very good option as well.

Multi-Billion dollars for next year is for purchasing not for annual budget..The Navy's allocated budget for next year will be multi-billion due to purchase of a few frigates and subs. As the economy improves further and the Gawader port starts to be operational, the PN will become the core focus along with its aviation units and will see tremendous growth.
We have limited approach and budget. We have less sea shore to cover compared to India. More over we only want our navy to be strong enough to save our shores from Indian navy. from the creation of Pakistan Navy was not considered as the main force and was treated as the second class by establishment.. During the 1960's PN tries to get air arm but was rejected and said that PAF is able to do that do..
but after 1971 war when indian navy destroy port and blocked the pakistan's sea routes. establishment get some sense to give air-arm to Navy but that what also the limited air-arm..
