There are many possible reasons for announcing the test
Failed or partial success
Not to alarm big wigs
Not to provoke India to adopt counter measures or similar platform
or simply a secret weapons for surprise attack.

China wont support pak Pakistani/southafrican cruise missiles into its platform which will hurt the orders of chinese ALCM to Pakistan!

On the other hand, PAC is not sophisticated enough to fit >1000 kg CM in Jf-17

Yeah, you are right, they are doing a pretty crappy job at integrating it with the mirage. Wonder how all of the tests are successful?
