The Su 30 MKK is the best fighter in the entire PLAF. Why would they reduce those numbers.

According to Russian Media, it's the other way round.

Russia is not engaged in negotiations on Su-35 fighter jets supply to Pakistan, Anatoly Punchuk, the deputy director of the Russian Federal Service for Military-Technical Cooperation (FSMTC), said Wednesday.

the su-35's electronics is inferior to that of what china has, they purchased the su-35 because of the engines and the aerodynamics(my guess)
it just does not make sense of them not to bring them to their needs and more importantly link them to their awacs.
