under Modi Ji, it seems to have transformed to one of credible maximum conventional deterrence... people also question if 's 'no first use' doctrine is still relevant... we start getting run over by the ching-chongs, and boom goes Beijing, Shanghai and the rest in a mushroom cloud.

also, it is China, not Pak, that is seen as the biggest/major threat so they're ramping up capabilities from that perspective
