Whatever Imran Khan is doing for the flood relief effort is a purely voluntary humanitarian action.And it should not either. Har banda apna jawab deh hai. Two wrongs don't make a right. But at least make it clear that it is a wrong. Something cannot be wrong at one instance, but right in another.
The law should treat everyone with the same yard stick. The law cannot be person specific. If similar action had been taken against all those before who said such things, then aaj koi bhi aisa na bolta because they would know keh yeah, this cannot be said and is unlawful. But when X says it and isn't given a second thought, what stops Y from thinking yeah this is perfectly fine to say?

The magnitude of the floods is far far beyond the capabilities of any single organization, even the government I think.
As an opposition politician, not having access to state funds, it is not his duty or responsibility to carry out the flood relief effort.
It is the duty and responsibility of the government, being in charge of the country's finances, manpower and resources to organise and execute the flood relief effort.
An effort in which they have failed miserably, as they have with everything else they have touched.
