Not all JF-17s are getting AESA. Only Block 3's for now.
Depending on how Block 3 turns out in terms of combat effectiveness, we may acquire upto 100 Block IIIs.

It all comes down to money..we dont see/expect it improving any time soon
First it was throughly destroyed and now you have a global financial crisis that drawfs the 2008-2010 crisis(which PPPP did a decent job navigating)
USA felt building new f16s was cheaper at time when the assembly was at full rate ratherthan doing an extensive retrofir.“If” there is a block 4 your time line is right. And it won’t be obsolete not even obsolescent given what it will be facing and what most of the world AF inventory will be made up of.
Say a 6-8mil ballpark for a single package leads us To 600-800mil for a fleet of 100 advanced AESA equipped planes along with upgraded EW, etc. I think it seems to be worth it. As for structural life, I believe it can be extended.

Than even your legacy fighters will be relevant..
So getting 6-8 additional fighters might be better than upgrading all the fleet..but really depends what PAF manufacturing capacity will be..
The reason why indeginous capacity is important as the money spent goes back into economy ..
So if india spent billions in LCA it supported its scientists and provided jobs..even deals like rafale will have huge offset

My main concern is that your proposed Block-2 upgrades and block-4 will stand against super sukhoi upgrade/ Mig-29 upgrade/latest Mirage-2000 and upcoming threats from the enemy, JF-17 is not jack of all trades or can't face these emerging threats from the enemy but PAF needs stop gap jets ASAP to replace our mirages and the best option will be either J-10C or Mig-35, than Project AZM will comes into playIf we are over optimistic then first AZM “prototype”’s “first flight” is a good decade away.
Then you will have a couple of years (at least) of verifications. Then initial batch production and low rate production.
Induction in significant number not before 2035+1-2 year in “best case scenario”. That’s 15 to 18 years if everything goes right.
