That is because it is not a straight commercial purchase. Instead these is governments at work. It is a matter of supply and demand nonetheless.
Supply side:
In the US, the Navy makes retiring or retired ships available for transfer to foreign countries, with suggestion which ally a ship should go to. Transfer can either be by grant or by sale. Congress then has to approve a bill to authorize such tranfer before anything can actually happen. The Preseident also has approve - or at least not veto - that congressional desicion. Meanwhile, however, the receiving foreign country is not at all obliged to be interested in or take the ship(s) on offer. Witness the case of Spruance class destroyers: two offered to Turkey and one to Pakistan, with neither country ultimately showing interest. If there are no takers, and depending on feedback from intended recipient counries, other ship(s) may or may not be offered, in the desired or another quantity.

A foreign government can request the US government for the provision of surplus USN ship(s), either by sale or as grant (neither ofwhich is free, by the way!). It can do so either prior to or after US government decision to allow tranfer of certain ships to said country.

It takes time to make supply and demand come together (what ships, what quantity, whether as sale or as grant, financing the sale or refurbishment/delivery, and getting political approval on both ends).
There is no pool of Perry class ships sitting an waiting in storage. McInerney is the only Perry readily available for transfer on short notice (she will retire from USN service soon). Other ships of this class will only become available by 2012/2013 (i.e. when they are finally withdrawn from active service in the USN)
