Yes, especially ideal for domestic travel in Iran, considering her population and size. HSR investment is for the long-run. And you can have a lot of railway stations like every 20-30km but you cannot build airports everywhere. HSR is good for everyone, air transport because its limitation (point to point transportation) cannot cover the majority. At night, it can also be used as freight corridors.I also think HSR is better for travel inside the country compared to air. There's less security to deal with, less baggage restrictions, less restrictions in general, lower cost and travel time is the same or faster (train terminals aren't outside the city limits like airports and there's less time wasted in the terminal compared to an airport).
Tabriz to Mashhad with high speed rail wouldn't be that bad, but you're talking about one end to the other end of the country (T to M and T to BA). Think about the million other routes that are actually faster with HSR compared to air. Shiraz-Isfahan is a good example. And don't forget northern and western part of our country is mountainous and that make trouble for HSR .

HSR and air transport are not contradictory with each other because their targets are different. Getting 500 planes is an non-issue, it could be 100, 500, 900, or whatever, just let the market decides, don't make a political agenda out of it. As seen in the pictures @Oldman1 posted above, there are a lot of civilian plane/aircraft suppliers from Russia, US, EU, Japan, China, Canada and Brazil, Iranian operators can pick whatever they want as long as the market economics supports it.
What Iran should focus is - infrastructure. As far as scope of this thread covers, infrastructure here at least includes airports, urban plannng related to airports (i.e. "aerotropolitan" planning), and ground transport backup (HSR, metros, expressways). With complete infrastructure in-place, let the market developed itself by the private sector (domestic or partly-foreign joint-venture) who will decide how many planes to buy.

HSR in geologically complicated regions is not a problem, most sections of HSR in China are build with bridges or tunnels. We have HSR tunnels cutting through 5km-high snowy mountains. Check the HSR news about HSR construction in the mountains in my thread.

Honestly I can't see it feasible for places like kermanshah or sannandaj or uromyah .... which are mountainous .

The social impacts of an HSR is huge and cannot be merely gauged by how much it costs and earns. It's about increase in productivity, convenience of people, connection of cities, integration of a country.

I don't think technology of of expressways and HSR construction in any regions is an issue.

It's more than 20 year under construction and each year they promised in 6 month it will be finished. And how only less than 5% of it is remained . And it only need some Asphalt or traffic signs . And such claim .
I have come to believe some people don't want it finished and that freeway even is not 200km .
And about that route have passenger or no let just say some time traffic is so jammed there that the 300km route take more than 12 hours to travel .
Then I don't think it's about technology but execution.
There are always some people against development. They are the real traitors.
They'd be much easier to maintain than the current aging fleet of Mahan and Iran airI certainly hope we don't go after those plane , we simply don't have the facility to maintain them.
Mainly lobbyists. For example, building HSR in China harms the interests of airlines and aircraft manufacturers. A lot of media in China backed up by them is constantly bashing HSR.Is it because of cost or environmental reasons?
